It's like Populous, except it never ends. There are lots of fun mini-games and challenges but I really don't think you could call them quests. Goals is more accurate. Your ultimat goal is simple, grow your kingdom. Your're a giant (or your Xbox Live Avatar is) and you're helping the little bitty teeny weeny Keflings to bild their world. They are a clueless little bunch and don't mind if you kick them around on occasion. They are easily trained, simply show them what you want them to do then turn 'em loose! They'll work and work and work and work and work. . . and you can help if you want. Treat them nice and give them what they need and they'll give you love. Literally! You get love units that you need to upgrade and progress. The downside to the whole Zen-ish experience is this. It literally never ends. So if you bore easily, look elsewhere. Otherwise, go for it you little Lemming, go for it!
