343 Industries Will No Longer Make Halo Games, But Will Oversee Outside Development - Report

It's claimed that 343 Industries will be taking a backseat to the development of future Halo games.

Update: 343 Industries has denied reports that it is ending active Halo development at the studio.

A new report has claimed that longtime Halo developer 343 Industries is being taken off of "active development" of the franchise and that new games in the series will be created by third-party studios. According to Halo leaker Bathrobe Spartan--who has a solid track record leaking Halo inside information--and translated by Metro, Microsoft's mass layoffs have hit 343 Industries hard and will see up to a third of its workforce laid off. Veteran developer Joseph Staten is reportedly exiting the studio and will rejoin Xbox Publishing.

343 Industries will then take on a parental role for Halo, overseeing new games and content while working on maintaining the game's engine. This isn't entirely new territory for 343 Industries as it has relied on outside help to develop Halo Infinite's multiplayer content (Season 2 is a prime example of this), but Bathrobe Spartan claims that the planned story-based DLC has been scrapped due to it being considered not cost-effective under 343's stewardship.

A follow-up to Halo Infinite is also expected to enter pre-production alongside spin-off titles, with these games reportedly being franchised out to other studios and being developed on more modest budgets. While Halo Infinite had a strong launch, recent months have seen 343 Industries criticized for delayed content rollouts, tedious multiplayer progression, and numerous bugs.

Controversially, 343 canceled couch co-op so it could instead focus on developing Halo Infinite's live-service features. Back in November, 343 also remarked on Halo Infinite's challenging year and promised improvements to its content release cadence starting with the Winter Update, while reports began to circulate that multiplayer partner Certain Affinity was working on an ambitious new mode for the game. Season 3: Echoes Within is still scheduled to start on March 7, and will add new multiplayer maps, the Bandit rifle and two new game modes.

GameSpot has contacted Microsoft in an attempt to get more details, and will update the post once a response has been received.

My two cents but it's about time MS handed the development of Halo to someone else. We need some fresh input, some fresh MC stories and some dedicated and SOLID Halo creators doing the job that 343 has fumbled for over a decade doing now. Halo 4 was the last great Halo game. 5, the MCC and now Infinite have dropped the ball in the Halo world. It's just not what it should be and not where it needs to be now. It's no longer a system seller and can be regulated down to a AA game instead of a AAA game. I've found games like Elex and Greedfall and NMS way more fun than Halo at this point. Rest in pieces, Halo. At some point we'll see you again and hopefully you're in better hands Master Chief.

Well, let’s think about this for a second. 343 has done little to improve Halo. Sure, there are bright spots, such as Infinite’s gameplay. But they’ve always been met with equally significant stains, such as the story from all their Halo games.

Microsoft has a stable of competent developers thanks to acquisitions. Namely, Bethesda, and by proxy, ID software. If they can leverage some of the talent from, say for example, the Doom team, this could yield solid results. The key will be for them to properly manage their resources, which is still to be seen as every acquisition so far has either pumped out duds or has yet to release anything substantial.

For what it’s worth, Halo has a solid gameplay foundation, much like Doom 2016. Now, it’s simply a matter of capitalizing on all the missed opportunities and delivering a solid evolution like Doom Eternal did. That may not be a perfectly apt comparison, but there are certainly parallels.

I think the most important thing for Microsoft to realize is that single player games still sell consoles and units, and Sony and Nintendo are the prime examples of that currently. If we look at Sony, God of War, Demon Souls, the Last of Us 1 and 2, Horizon, Ghosts of Tsushima, and more are their staple first party games. All of these are more single player oriented. They leave live service games to third party companies. Microsoft must compete on this front. Currently, their single player lineup is non-existent. I mean, Gears 5 is the last one that I felt made a meaningful splash. And that’s been quite awhile now.

@makchady: Microsoft is betting their ENTIRE stock of future games on buy-outs and it shows big time. MS has already admitted they're not looking to "win" the console war. They lost but they still have solid numbers. The thing that is literally killing Xbox right now is the utter lack of 1st party titles that have anyone excited to buy an Xbox. I've owned my One and my X for quite awhile now and they are seriously collecting dust at this point. I haven't fired up Infinite in months because it's so meh. Like you already said, Sony has so many amazing first party games it isn't funny. They're spending money on making their system the ONE you actually want to play because the games are there. Amazing, and I mean AMAZING, 1st party titles that are absolutely stellar in depth and scope and gameplay. Xbox right now has Infinite. At some point this year they'll have Starfield. However, Starfield will also be on PC which I'm betting more people will buy that version. PC players outnumber Xbox owners by something like 20 to 1.

Now, I could be wrong. I doubt it but I could be. Xbox KNOWS they need to really hammer 1st party titles out of the gate. However, instead of doing they they're outright doing acquisitions to OWN the companies that make the game so no one else can get them but Xbox. That's going to pi$$ a LOT of people off that WANT those games on other platforms. The fact they own Bethesda right now is not a win-win for Xbox. Sure, Bethesda games will show up on Xbox first but will those games actually sell consoles for them on will people just wait for those game to show up on the PS or PC next? Bethesda has already said their games will be on PS and PC. Xbox owning them isn't a guarantee that Bethesda is willing to take on L on sales for other systems. Point is, Xbox still will NOT be making 1st party titles but instead letting their acquisitions do it for them. If you can't beat them. own them. Right? MS has the money but do that but do they have what it takes to make them Xbox sellers? I don't think so any longer.

What a damn shame, are there any first party studios at Microsoft that they care about? Or making sure to take care of their valuable properties..or is the game pass sub money so good that it doesn't matter, and they can just continue to buy up major companies to stick on gamepass

@rohanrocks88: I can’t believe I am defending Microsoft, but it’s not their fault. By the time they buy these studios, the brain drain is so bad that all that’s left that’s of value are the ips. Rare had long lost the devs that made all the n64 classics when ms got them. If they get activision, they won’t get all the devs that created all the classic blizzard ips…all long gone.

I'm referring to the gaming industry being it's own poison, the mindsets, the bottom line chasing corporate owners, the gamers themselves lending to crappy practices that in turn get churned out game after game...how many games have a battle pass now? Gaming is an artform that really has struggled the last decade to give us more than the usual same ol crap, indies have filled the space for daring and different but even that is oversaturated with zeldalikes and metrovanias.. not sure which part of my comment upset you to make assumptions about me

Just recently I was playing OW2. And I had an utter blast trying to get a skin for a character I'm not good at. And I didn't do it for the skin. I did it for the challenge of unlocking it. Which is what gaming is literally all about.

@illegal_peanut: One of my best memories in multiplayer gaming was my group of friends and I spending several days (a couple hours each day when we had free time) trying to beat the challenge that unlocks the ivory weapon skins in Gears of War 3.

I have sympathy for people without the time or skill to unlock even a fraction of the unlockable content in games. I do. But practically the entire business model of the industry has shifted away from playing games to unlock stuff because playing them is fun and unlocking stuff is a bonus, to unlocking cosmetics is the whole point, and fun comes second to pushing you towards the purchase button.

I get that the days of not having to deal with nearly every major and minor game publisher/developer trying to leech every last cent from our wallets are behind us, but where the industry is at right now isn't just different, it's awful. It's actively predatory, and as someone with a very addictive personality, and someone who struggles with resisting impulse purchases, constantly being hounded by every other game to give them €2, or €5, or €50 when all I want to do is just play my game in peace is exhausting. I have the self control to not bankrupt myself when I play video games, the fact that I have to exert that self control at all is the problem.

@ltkcentaur: Agreed. But I don't think it's long behind us. Since noticed that the most hyped, praised, and promoted games amongst the gaming community are remake/remasters of older titles that didn't have microtransactions or games that don't have much DLC at all.

I feel like the industry is unnaturally forcing it upon us to move in that direction. But luckily, gamers are showing their distaste for games like that. Buy constantly buying remasters/remakes, buying games that don't have much DLC, or buying games with DLC and not buying any DLC in them.

@mogan: I think its the current season pass model in everything that’s everyone’s problem atm. I also agree that the most popular online games all use it. However, when world of Warcraft was the top online game, everyone scrambled to copy their model and most failed spectacularly to the point where AAA devs rarely want to touch an mmorpg anymore.

Maybe time to find something new…

So ,343i became like a Titanic...very big,heavy and hard to manouver...
I play Halo for the campaign and its very annoying they didnt get a single player content out for Infinity in the meanwhile!
I defended 343i for a while coz i think they made made a fantastic Halo 4 and i forgave them the (campaignwise) lackluster Halo 5 but they made every mistake in development of a game there can be with Halo Infinity.
There is one thing at least they got right, controlwise Infinity plays like a charm...it feels just great.

Warzone,Fortnite,Apex etc. they are pumping out PvP updates on a regular basis but 343i needs twice as long for less content???

This rumor is still not confirmed but the idea of other devs taking over the development may be for the good.
On other hand, we had already an example of other devs making a game in the Gears of War franchise and that didnt turned out to be a great success( People Can Fly with GoW Judgement)

Developers don't care because the money rolls in. If it's a typical company, you know if it takes a 500 million loss, it's likely to shut down. When Microsoft gets that hit, it will be just fine. That safety net mentality is probably what is going on in all of the Xbox Game Studios. "It's fine, it'll live" so the extra mile isn't being taken.

When someone goes to the supermarket, a person who has millions are likely to pick up whatever they want. If they are on a rough budget, they will take in consideration and assess whether they need it, or is there a cheaper alternative.

You create competition by launching an Unique Selling Product. This garners attention from the consumers and then the company pitches why we should get on board with them. The company works hard for our money, incentive to create a great product and consumers get a great product. When other companies join in, they compete by creating better products for those consumers.

Xbox simply fails at creating compelling products to get on board with to get an ROI. Gamepass is their "money maker" (it's loss leading) but still can't generate ROI to what they have spent on it. It is a service that relies on 99% of 3rd party content (in which they are trying to buyout and remove from the competition, market and consumers.) Microsoft are out to attack consumers and Playstation spending 80 billion on publishers instead of growing in house.

So you have mentality of "it'll do" staff and a company who refuses to action better USPs and instead attack the market and its consumers. They are spending the equivalent to paying for each of those 10,000 fired employees for 200 years. For Gamepass.

Gamepass is not a bad thing - it is an option, a platform for consumers to choose. Key word - choice. Microsoft couldn't compete through USPs so they are utilising their bank account to loss lead Gamepass, creating unrivaled deals for the consumer - the $1 deal. Which isn't anti consumer or anti competitive. People had choice to get a game full price on Playstation or in a cheap sub amongst loads of others... until Microsoft ensured people cannot choose anymore.

Buying out publishers and removing the option to get them on the competition.

Looks like the whole layoffs thing is more about MS prioritizing AI development in the future over gaming. Sounds a lot like the approach Konami took when they pivoted to gambling machines and licensing their big franchises, and these developments all fit perfectly with their philosophy of trying to pare down into a more service orientated strategy. Not really a terrible idea if you can find the right devs.

Well Microsoft did give them every opportunity and they gave people shit games for it. Time to hand the reigns to someone else. Not sure I like this idea of developers getting more modest budgets, however. When modes and features are dropped and games suffer numerous bugs, a smaller budget for future titles seems kind of counter-productive.

@bdrtfm: Actually, tweets from current and former 343 employees claim MS has been prioritizing temporary positions at 343 for ages now, so many at 343 feel like they were never given a proper chance to capitalize on the game. Whenever they did find someone with real talent, they were forced to let them go because that was just the policy implemented by MS. They largely feel like 343 was horribly mismanaged (which is the very first time I'm hearing of such things; they do credit certain people for saving 343 in the past, but the question then becomes why these people were let go later), so it may not be entirely 343's fault. Probably is, but it may not.

And it turns out this isn't just a simple gaming thing. Looks like it's no secret within 343 that MS has been prioritizing AI development for the future. This is not just a matter of kicking 343 to the curb because they underperformed (not entirely, anyway), this is about MS refocusing on new business ventures.

Oh, and don't bother replying (I'm not interested in the opinions of the willfully ignorant). This post is for the topic in general. Your statement was just a good jumping off point.

Halo infinite was garbage, MP was okay but I buy halo for the story mode not online. If story is awesome I play multiplayer. The story was so forgettable that I barely remember playing it. I get they wanted an open world but when you found a boss you think they could link a cut scene to it in some of the side quests. The fact they ignored Halo 5 all together and left you to rely on the events of Halo was was BS too. I just wanted to sit on the couch and continue the Halo glory with my son. But I couldn't even do that. There was a workaround for coop for a week and they found time to patch that up real quick, how hard was it to add split screen!? Good riddance 343 focusing More on being politically correct in the officr and selling out over creating a good game. I'm convinced that the youth of today cant write a good script and story to save their lives. To be honest most games have gone to crap Gears 5 wasnt any better

This would not be surprising at all. 343 squandered the momentum the game had. I doubt they cut this many people just to staff up again. Better to get their bearings, lock down a solid plan, and move forward quietly.

Of course the development was a mess, you could've seen this when they shown the very first gameplay demo, and thought that launching the game in that state was acceptable. Have been saying it since, and people are simply in denial.

@downhuman: it's a sell out man, they want to sell more copies or subscriptions by forcing the game on 2 separate consoles, which is dumb in high school we loved cooper so much we all got xboxes and halo so we didnt have to plug our gaming systems over to a friends unless we were having a lan party. My son and I had to play in 2 separate rooms which killed the experience. And when a 10 year thinks the game and story are boring as I did then that is sad. Even the nostalgia didnt help me any

MCC was almost unplayable when it was released. Halo Infinite is awesome to play, but fails as a live service.

They should be shut down.

@dabear: MCC MP was slow to get into matches and hits did not register. It so confusing at the time, like, "...Am I shooting right?" LOL It was hard to believe the hit detection so bad was even possible. Sadly, I gave up and soon stopped playing. Never went back to the MP.

The single playrer modes were great, but my "Truth & Reconciliation" checkpoint vanished twice.

@dabear: They just might. If they're not making Halo games and they're being downsized, then the outlook isn't too great.

*It now looks almost likely since apparently MS employees are talking about a big push into AI.

With how terribly they handle the series. Do we even want them on oversight?

Supervision should be left to people who know what they're doing. And I don't think the people who keep messing up Halo's multiplayer, 4 times in a row, and silently killing Halo Wars. Is a good pick.

That was my question. I read it and thought, "...OK...What a minute..."

I can imagine staff from 343 trying to instruct or critique the support teams, and 3rd party teams just smirking...
