E3 2017: Phil Spencer Talks Xbox One X Potentially Being Held Back By PS4 Deals

Phil Spencer addresses the possibility of a deal that holds back technical performance.

Microsoft officially revealed the Xbox One X at E3 this week, providing a name and details for the improved Xbox One formerly known as Project Scorpio. It's more powerful than PS4 Pro, but game companies now find themselves in a position where they have to decide how to approach the improvements that are offered on Xbox One X as compared with PS4 Pro. We learned this week that Destiny 2 will run at 30 FPS on Xbox One X, just as it will on PS4 Pro. But it's unclear if that framerate is the result of hardware restrictions or because Sony, through its partnership with Activision, would not allow the game to run better on rival hardware.

Head of Xbox Phil Spencer joined GameSpot today on our E3 live show to discuss this and much more. Regarding the potential for games' technical performance to be held back due to such arrangement, he noted that he was not aware of that specifically happening, but he did say he thinks it would be bad for the industry.

"I'm gonna struggle to not get myself in trouble on this one," he said. "I'll just say: I don't know anything about other development deals. You mentioned some things around clauses and stuff that I don't know anything about. But if anybody was to do a deal to hold back technical innovation on a video game anywhere else, that doesn't feel good for the industry to me."

Spencer went on to contrast the approach of securing exclusive content with the way Microsoft now operates. "I've said I'm not one who's a fan of going out and doing deals so that a certain skin isn't playable on another platform or a different Strike," he said. "And people will come and say, 'Hey, you guys did that first with Call of Duty way back in the day.' I wasn't in this position when that happened. That's not me ducking responsibility for it, but I didn't make that call.

"But the deals that we do now--and you saw our third-party relationships on stage with Shadow of War, with Assassin's [Creed], you're not going to hear them say anything about there's a certain character that's not playable. And I never go into a situation where I say, 'You can't do something that's possible on another platform' in order to benefit. I haven't seen those deals. If that started to happen in the industry, I don't think that's a great thing. I don't know that it has happened."

Spencer also made it clear he views Xbox One X and what it's capable of as being on a different level than the consoles currently on the market. "I know right now, the technical capability on Xbox One X is beyond… I look at [PS4] Pro, [PS4] Slim, [Xbox One] S as kind of in one category, and then you've got a box, as you said, that can natively do a lot more. Whether developers choose to use the horsepower for framerate, resolution, or just techniques within the frame. I'm not going to dictate that. I've heard this: 'Hey, you should force all games to [run at] 60 [frames per second] or something.' I've never thought forcing the creative process is a way to get great games."

@fedor: You mean like Microsoft did with Tomb Raider, who the developer said it would not have been made without their help?

Furthermore, I suggest you read up on the No Man's Sky development as the only thing SONY did in terms of financial support was marketing and distribution - they put absolutely nothing into the development of the game as Hello Games would not accept any financial support for this, even after the flood in their office.

@hobobo: That's an apple to oranges comparison (the full game will still come to other platforms), and PS4 is far worse as they pay 3rd parties for permanent exclusivity.

Sony is constantly getting exclusive skins and DLC content. Microsoft doesn't do that under Phil's leadership. I think he has the right mentality as it only hurts gamers when one port is getting less content than another port because of "exclusive" deals.

@moonco: I think you might be missing the point....which isn't shocking here. It isn't merely that some platforms are more and less powerful, that will always be the case; the issue is, will the lesser powerful console pay devs to restrict their games from being optimized....literally pay them so no one can play them better than they can be played on the lesser console....hope that helps......before posting, re-read the article to try to understand what is being said....maybe just ask for help?

@moonco: Truth be told, the PS4 is marginally more powerful than the X1. The launch consoles are essentially identical in terms of specs. The only "difference" that was ever stated was the X1 was always in 900p while the PS4 was in 1080p, yet the actual resolution difference is so minor most wouldn't notice.

We're acting like the PS4 Pro or PS4 is going to hold the Xbox One X back, but the reality is the forced compatibility with the weakest link, the Xbox One S, is going to hold all four back.

And while it is well and good they may not force performance parity, Microsoft still dictates console release date parity for games that come to Xbox One and other systems, and I think we've all heard of the many developers (usually indies) who can't support that so they skip Xbox One entirely.

@paulogy: No they do not, that parity clause was dropped LONG ago (and was never a hard and fast rule anyway) as seen by many games that first appeared on the PS4 eventually making their way to the One. Try to keep current with your news.

@paulogy: That's surprising to read, especially looking at how many indies were on stage at E3 (and the 500 that have been released so far) for Xbox. They must be good to work with given the amount of games out, so it'll be interesting to hear from devs who have released to see what they think of it too.

Well duh, Sony would not allow this because of the amount of money they are dumping into the franchise for its console exclusives. Your're damn right they have language in their contract that states this. It's to bad too, but I'm sure Microsoft burned some bridges with Bungie to allow a contract like this.

@vallee05: Microsoft didn't "burn" any bridges. Bungie opted for its independence and Microsoft let them go with the stipulation that Halo became a Microsoft property. This has nothing to do with Bungie, anyway, as it has to do with Activision. It would be one thing if Destiny 2 was going to support cross-platform play (XB1X players would have an advantage). Since that's not going to be the case, it's pretty stupid that the XB1X will be bottlenecked just because the Pro is less powerful. Destiny 2 will still look better on the XB1X. It's a silly limitation that shouldn't be happening.

@louixiii: When MS do a marketing deal with a game, everyone else still gets the same game, when Sony does a deal, they get extra content not available to the other platforms. This is what Phil doesn't like because it's anti-consumer. Doing partnership deals where MS/Sony effectively fund the game and thus get exclusivity is a whole different matter

@louixiii: well,you know i play primarily on my xbox and for certain k know what happened back there. Still,MS didnt prevent Sony fans to get their hands on the game later on tothe fullest.

You also skipped the fact that SE apprached MS to help to fund the game in exchange of a timed exclusivity.

Sony fans was dissapointed for sure at first but later they could play the game with no content missing and they loved it.

But i get your point,i just think just u used the wrong examples

@louixiii: There was really nothing about Battlefield 1 that was Xbox exclusive besides marketing rights which almost every single game does, or do you really think those third party games choose out of the kindness of their hearts to be shown off at Microsoft or Sony's conference instead of their own conferences in the case of games like Anthem and Assassins Creed.

All the Battlefield 1 content and DLC is available on each console, so not sure why you are even mentioning the pre-order DLC, there was nothing exclusive about it. The early access stuff was purely due to EA access like all EA games have been since it launched, which Sony decided was not good for their gamers, so they only have themselves to blame for that one. Tomb Raider deal was already in place when Phil become the head so not really his choice either.

I remember back during the PS2 days when you couldn't rely on 3rd party devs to showcase the power of your system hence why the best graphical games tended to be first party developed games where the first party devs knew all the ins and outs of the systems and how to utilize it to its full capabilities without having to worry about specs limitations dealing with other systems
