E3 2017: Phil Spencer Talks Xbox One X Potentially Being Held Back By PS4 Deals

Phil Spencer addresses the possibility of a deal that holds back technical performance.

Microsoft officially revealed the Xbox One X at E3 this week, providing a name and details for the improved Xbox One formerly known as Project Scorpio. It's more powerful than PS4 Pro, but game companies now find themselves in a position where they have to decide how to approach the improvements that are offered on Xbox One X as compared with PS4 Pro. We learned this week that Destiny 2 will run at 30 FPS on Xbox One X, just as it will on PS4 Pro. But it's unclear if that framerate is the result of hardware restrictions or because Sony, through its partnership with Activision, would not allow the game to run better on rival hardware.

Head of Xbox Phil Spencer joined GameSpot today on our E3 live show to discuss this and much more. Regarding the potential for games' technical performance to be held back due to such arrangement, he noted that he was not aware of that specifically happening, but he did say he thinks it would be bad for the industry.

"I'm gonna struggle to not get myself in trouble on this one," he said. "I'll just say: I don't know anything about other development deals. You mentioned some things around clauses and stuff that I don't know anything about. But if anybody was to do a deal to hold back technical innovation on a video game anywhere else, that doesn't feel good for the industry to me."

Spencer went on to contrast the approach of securing exclusive content with the way Microsoft now operates. "I've said I'm not one who's a fan of going out and doing deals so that a certain skin isn't playable on another platform or a different Strike," he said. "And people will come and say, 'Hey, you guys did that first with Call of Duty way back in the day.' I wasn't in this position when that happened. That's not me ducking responsibility for it, but I didn't make that call.

"But the deals that we do now--and you saw our third-party relationships on stage with Shadow of War, with Assassin's [Creed], you're not going to hear them say anything about there's a certain character that's not playable. And I never go into a situation where I say, 'You can't do something that's possible on another platform' in order to benefit. I haven't seen those deals. If that started to happen in the industry, I don't think that's a great thing. I don't know that it has happened."

Spencer also made it clear he views Xbox One X and what it's capable of as being on a different level than the consoles currently on the market. "I know right now, the technical capability on Xbox One X is beyond… I look at [PS4] Pro, [PS4] Slim, [Xbox One] S as kind of in one category, and then you've got a box, as you said, that can natively do a lot more. Whether developers choose to use the horsepower for framerate, resolution, or just techniques within the frame. I'm not going to dictate that. I've heard this: 'Hey, you should force all games to [run at] 60 [frames per second] or something.' I've never thought forcing the creative process is a way to get great games."

Why are Sony getting the blame!? It's a multi-player shooter! If one version was running at a higher frame-rate and resolution then there'd be an obvious advantage for gamers using that hardware. The XB1 and XB1S are just as much to blame. In fact, Microsoft's decision to attempt to launch a new console generation under the guise of the X being part of the 1 family is what's hindered it. The X is a big, big waste of money. The only games able to take advantage of its horsepower are its exclusives, of which there aren't many. Even more perplexing is what happens when Halo 6 comes out and people want to play online!? People using the X will have the advantage, unless Microsoft cap that as well to keep competitive play fair. They've shot themselves in the foot really.

The PC version of Destiny does not have a FPS cap.
the PS4/Pro does have a 30 fps cap.
there is no reason why the X should have a FPS cap, it's as capable as a high end PC.
the X does have a 30 fps cap.

therefore, people speculate that the only reason there is a cap is because of some deal that Sony made with Activision.

BTW pretty much every other third party multi plat game WILL benefit on the X.

@Tekarukite: Yes, but it's being held back by the XB1 and XB1S. Think about it, if people that own the XB1X had a competitive multi-player shooter that ran at 60fps, 4K and they were competing against people that are capped at 30fps, 900p, there would be an unfair advantage to the XB1X gamers because of the higher frame-rate and resolution.

The better question is at what resolution would the Xbox One and PS4 run it at 60fps? Would it be 1080p or something else? They only ran Destiny at 30. How much would the community cry if Xbox had to run at 720 or 900p to hit 60 so the X could be 4k 60? That's not something a company wants to find out. The gap between the One and the X is far to large for MS's own good.

Considering that the standard PS4 was better equipped than the standard Xbox One his argument is ridiculous. Perhaps Sony (correctly) didn't want to alienate their already massive support base by jumping too early in the generation to a much more powerful system. Smaller steps and wait for the PS5.

Just play a game and enjoy or don't enjoy it, stop giving a **** about whether it runs at whatever speed or has triclusional anti aliasing specular photon shadows or not. Fucking nerds.

Well, it's kind of MS' own fault. They promised there would be no exclusive Kix games that can't also be played on the X1. That automatically limits the potential games you can release.

But MS still does do exclusivity deals when they can, they just don't have the market share to pull it off. I'm sure they would if they could and Spencer is full of it. That or he doesn't have as much power as we thought. Given the Xbox's performance, I wouldn't be surprised if he actually lost his position but is now kept on just because people like him.

@Barighm: Phil has saved the X1. If you listened to the video, you'd know that Microsoft and Sony make money off of software sales, not hardware sales. The best thing Xbox has done this generation is bring their 1st party games to Windows 10. It has expanded their player base significantly. Xbox is doing a lot better than you think. Just because they have half the consoles sold in the wild compared to Sony doesn't mean Microsoft is failing.

That is hilarious coming from the people who are still on the weaker console in the form of the Xbox One. Not to mention there can be no new innovation with the s**t CPU you put in the Xbox One X.

It's no different from MS making deals with chip makers to prevent people from using Windows 7 or 8.1 on newer processors.

Its really sad that the average gamer knows nothing about tech so they are making up all these dumb theories, yes the xbox x is more powerful than the ps4 pro but that extra power is not enough to make a difference meaning that the games will be the same framerates, destiny 2 is a open world game that is very demanding the xbox x is simply not powerful enough to run it at 60fps

@yukushi: The X is far more powerful than the Pro, which isn't even capable of native 4K in most cases... Regardless, we don't know what framerate the X could actually run Destiny at. Considering its GPU is rumored to be the equivalent of a GTX 1070, it likely wouldn't get 60 fps at 4K. That being said, it will still get native 4K, unlike the Pro which will only have upscaled 4K.

What his problem is they have relasee their new console which would be the next generation, so they tried they have forced the new console on to the market but sony didn't react and make the ps5. So now now in 2-3 years when sony release the ps5 it could be (well will be) even more powerful then xbox one x . So now we are out of sync.

@garyhove: Hardware power has never been what has won console wars. The N64 was weaker than the PS1. The PS2 was weaker than the original Xbox. The Xbox 360 was weaker than the PS3. More often than not, it's the underdog hardware that actually tends to fair better, likely because of the cheaper price point in some cases.

The X1 and the PS4 are more or less identical with the PS4 having a slight edge. The reason Sony has taken the lead was because of a cheaper console and maintaining a large library of quality exclusives. It really doesn't matter when the PS5 will launch (I doubt its in two years given the Pro released last year), but obviously Microsoft will also consider how to react to whatever Sony does.

Ultimately, what matters most is the games. The Switch is the weakest console this generation, yet it has some of the strongest hardware out of all three console platforms. Power is inconsequential in the end. If you want power, stick to PC gaming which will always be ahead of consoles. The XB1X, at best, is a decently high-end gaming PC, but not nearly the top, and it hasn't released yet.

I also guarantee you Sony won't want to jump the gun too quick, because Sony will always look to have a cheaper price point if they can help it. As it stands, technology is not to the point where they can make a significant leap from the Pro without it being costly.

@garyhove: The market has been out of sync since it was created right up until the XB1 and PS4 launches. Back in the 90s, there was always one console more powerful being released every two years. If it wasn't Sega, it was Nintendo, if it wasn't them it was Sony.

@garyhove: That makes no sense. You could make an argument for the Pro forcing MS to respond with the One X, but not that the PS5 will be a response to the One X. Xbox One = PS4. One S = Slim and Pro = One X.

The reality is that both base Xbone and PS4 are holding back PS4 Pro and One X. They'll have to fade from the current gen and devs will have to focus on making games solely for Pro and One X pretty soon if they want graphical and technical innovation.

@speed45823: Yeah, and with 10nm just around the corner, we'll see a proper generational leap soon enough, but this has never been about making better consoles. It's about trying to cash in the same way mobile phones do. The problem is these fools don't realize gaming isn't as big a market as smartphones, nor do they understand that many people regard their phones as an integral part of their lives.

@Barighm: Yeah but its not like back in the day when we were doubling processing power going from 55nm to 40nm to 28nm to 14-16nm.. now we are shaving off 4-6nm the performance won't be as great.

What needs to really happen is devs need kits to really utilize 8-32 cores of CPU power in the future for games. I am sure the next console that releases will be an x86 10 core/ 20 thread SOC with something like a Vega 10 GPU.

I would say 2020ish. Most likely will release on 7nm

But to the consumer, this seems like madness or cash grabbing. Before long we will all have 4K HD TVs and not long after that something new will be released.

@AncientDozer: That's another thing. Both Sony's and Microsoft's "Next gen" consoles (PS4 and Xbone) were hardware wise pretty weak back when they were released in 2013. If they had released these new consoles (PS4 pro and One X) from the start, we most likely wouldn't be looking at these mid gen refreshes. Cause as is, devs have pretty much tapped out those older consoles to the limit. So yea, those consoles, power wise was a failure.

But I wouldn't really say these say these newer consoles are mid gen refreshes, especially One X. A typical average lifecycle of a console is between 4 to 6 years. Both PS4 and Xbone were launched back in 2013. So 4 years have already passed. And with the weak spec of these OG consoles, its not gonna be long till they fade out of the industry. Now, what Microsoft is doing is a smart way to move into "Newer gen" consoles by having older gen games support new consoles. That was one of the big hassle of moving over to new gen consoles since older gen games wouldn't run on newer consoles but with Microsoft's new model with backward compatibility with Xbone, 360 and OG Xbox games support for One X, this is a really great move. Unlike Sony who says not enough people uses backward compatibility features and yet charges ridiculous sum for backward compatible titles anyone on their PS Now store which you can't even download and have to stream those games from their servers, requiring beefy internet connection.

Bottom line is that from what I'm seeing, Microsoft (And maybe Sony as well) are streamlining the console to console iteration so that older console games don't become obsolete and a hassle to play.

@AncientDozer: 4 years is not mid cycle when looking at the history of consoles. 4 years was the norm and none of the consoles were in sync ever until the XB1 and the PS4. Now it appears we are headed back to that.

@Arkhalipso: Yeah, people don't seem to understand devs willingly choose to hold specs back at times. AAA studios have been closing left and right and going indie just from the 1080p generation, now people expect they will start pumping out 4K games like it's no big deal?

@Barighm: 4k textures and 4k resolution are not the same thing. My computer can run dead space in 4k and it wasn't made for 4k level detail but it still looks way better on a 4k display Same thing with x1x, it will run 1080p games in 4k, it will look better, sharper, hdr and wider color gamut will enhance visuals a lot and the developer doesn't need to do too much extra.
