E3 2017: Phil Spencer Talks Xbox One X Potentially Being Held Back By PS4 Deals

Phil Spencer addresses the possibility of a deal that holds back technical performance.

Microsoft officially revealed the Xbox One X at E3 this week, providing a name and details for the improved Xbox One formerly known as Project Scorpio. It's more powerful than PS4 Pro, but game companies now find themselves in a position where they have to decide how to approach the improvements that are offered on Xbox One X as compared with PS4 Pro. We learned this week that Destiny 2 will run at 30 FPS on Xbox One X, just as it will on PS4 Pro. But it's unclear if that framerate is the result of hardware restrictions or because Sony, through its partnership with Activision, would not allow the game to run better on rival hardware.

Head of Xbox Phil Spencer joined GameSpot today on our E3 live show to discuss this and much more. Regarding the potential for games' technical performance to be held back due to such arrangement, he noted that he was not aware of that specifically happening, but he did say he thinks it would be bad for the industry.

"I'm gonna struggle to not get myself in trouble on this one," he said. "I'll just say: I don't know anything about other development deals. You mentioned some things around clauses and stuff that I don't know anything about. But if anybody was to do a deal to hold back technical innovation on a video game anywhere else, that doesn't feel good for the industry to me."

Spencer went on to contrast the approach of securing exclusive content with the way Microsoft now operates. "I've said I'm not one who's a fan of going out and doing deals so that a certain skin isn't playable on another platform or a different Strike," he said. "And people will come and say, 'Hey, you guys did that first with Call of Duty way back in the day.' I wasn't in this position when that happened. That's not me ducking responsibility for it, but I didn't make that call.

"But the deals that we do now--and you saw our third-party relationships on stage with Shadow of War, with Assassin's [Creed], you're not going to hear them say anything about there's a certain character that's not playable. And I never go into a situation where I say, 'You can't do something that's possible on another platform' in order to benefit. I haven't seen those deals. If that started to happen in the industry, I don't think that's a great thing. I don't know that it has happened."

Spencer also made it clear he views Xbox One X and what it's capable of as being on a different level than the consoles currently on the market. "I know right now, the technical capability on Xbox One X is beyond… I look at [PS4] Pro, [PS4] Slim, [Xbox One] S as kind of in one category, and then you've got a box, as you said, that can natively do a lot more. Whether developers choose to use the horsepower for framerate, resolution, or just techniques within the frame. I'm not going to dictate that. I've heard this: 'Hey, you should force all games to [run at] 60 [frames per second] or something.' I've never thought forcing the creative process is a way to get great games."

How ironic that there's talk about the Pro holding back the XoX when the Xo has been holding back the PS4 from day one. Even CD Project Red wouldn't commit to a Pro patch. What a weird twisted reality Microsoft lives in. Even Ubisoft publicly announced as much with forcing both versions of Assassins Creed to run 900p to avoid any console debates saying it would have been 1080p on PS4 but they wanted parity. The Xbox has traditionally held back everything including PC gaming. So now they have a powerful console for the first time in well over a decade now everyone else is at risk of holding back there measly 6TFLOP from giving you that coveted 4k/60.

@ballashotcaller: There has been specific mention of Sony deals with Bungie/Destiny running at 30fps on the PRO being the reason why it was also 30fps on the XoX. To further elaborate on that and other conversation that have been poping up online the last few days I spoke in terms of general context. Not to mention xbox fanboys have been having a field day pissing all over the internet the past year about their new found power that is actually not what they expected. Need a diagram or anything?

Hard to argue with what he said. Companies pulling exclusives for their console always felt low. But he worded things very carefully. Xbox announced plenty of multi-platform games as "console first exclusive" which implies a time lock. Is a time lock on a game really so much better and clean than time locked exclusive maps and items in-game? Hardly.

But on this whole debacle about destiny 2 locked at 30 frames... So much wild speculation going on. But I believe the simple answer is usually the correct one. XboneX can play with Xbone, and XboneS. So why allow the X to get an edge over the other 2? That is just asking for trouble. XboneX CAN'T play with PS4 (at the time of this writing) So why would Sony block that, but allow it on PC? It would just explode in everyone's faces exactly like the comments sections already are.

But, time will tell. I am still waiting to see what the deal with Anthem is. I have a feeling there will be a couple exclusives in that deal, but we will see. I hope Phil Spencer sticks to his guns. Seems like hes more for the consumer than the previous heads of the Xbox division.

@Battalis: destiny 2 doesn't have timed locked content. Its permanently locked for ps4. The talk was about them not offering players 60fps on xbox one x when they will do that with ps4 pro

@joshrmeyer: The time content is normally from September 2016 to September 2017. It's pretty bad having to pay the same price but be missing stuff. Armour and a crappy ship are fine, but a PVP map and strike is a bit too much for a year. I say armour as it's just reskinned stuff already in the game.

I think it's absurd to suggest that Destiny 2 will be on 30 fps on Xbox X because Sony made a deal to hold them back. Even to pose it as a questions seems more like fuel for click bait articles.

The by far more plausible reasons are either that they want parity between all Xbox players and having some of them on 60 fps would give them an unfair advantage (it's a bullshit reason I know but it has been done before) or that Xbox One X simply can't deliver 60 fps on the specific game. Let's not forget that although its graphics card is extremely powerful, the CPU is only a 30% faster than the original Xbox One.

@Abomination713: that makes no sense. If the games that will play on the ps4pro & x1x has to play on the base models with the same frame rate, resolution, or whatever, what is the point of getting the more powerful consoles? does this unwritten rule you perceive only spy to PvP? FFV has a 60FPS version playable on ps4pro, but it won't play at that rate on my ps4. Also, it will have mp soon. Of course the games that play on ps4pro & x1x will play on the original consoles, but if they aren't allowed to be faster, prettier, bigger, better, what the heck purpose do they serve?

@twztid13: "what is the point of getting the more powerful consoles?" There isn't much reason other than 4k. And it's actually a written rule that all games must play on all 3 Xboxes... Doesn't say they have to have the same resolution or frame rate though.

@twztid13: They can be prettier with better visual effects and single player games can have better frame rates. It's the mp games that they want matching frame rates on. The console community is used to having equal frame rates unlike PC. It's a different environment and it will take time for this to change.

@girlusocrazy: frame rate =/= bigger or more complex. Again, see many ps4pro games, like FFXV. Better frame rate & textures etc, than ps4 version, & still runs on ps4. It can't be that hard to comprehend. Even if they just copied the ps4pros method of releasing patches, or having extra data on discs/dl that only the x1x uses to enhance frame rate, resolution, textures, even AI, they would have no problems making the better hardware push out a better experience.

i don't think Sony would have dictated to activision what the XOneX frame rate should be, I would imagine bungie did it to keep parity between all consoles since destiny has a competitive side

Here in lies the biggest problem and has been for some time now. MS refuses to spend the money that Sony does for their respective gaming depts. Last time i checked Sony was spending about 40% more related to marketing and such compared to MS. This is very interesting considering MS could easily outspend Sony and really put a lot of pressure on them. MS's video game segment is like a hobby that they dabble in, where as for Sony's its one of their significant areas of profit. MS in my opinion should lower costs to developers, sell the XB1X at loss and increase their marketing dollars to gain back market share. They can afford to take a loss now for a longer term bigger share of the market. If they put up enough dollars to developers they will get the best versions of the games when they come out. But as of now, I simply don't see them doing so.

If this crap is going on behind closed doors by Sony or Activision I swear I will never purchase another game made by either company. I love my PS4, Switch and Xbox and I say this shit is wrong.

I respect Microsoft for coming out with the Xbox One X, but I think it might be a little late in the game. Sony has a massive lead on them. And with the lack of exclusives, they will be relying on 3rd party game developers to make use of their new consoles systems. The problem is, most won't. On average, most games will probably look nearly the same and run the same across the PS4 Pro and the Xbox One X.
