How Fallout 4 PC Mods Will Work on Xbox One and PS4

Bringing Fallout 4 mods from PC to the console versions of the RPG is a "big deal" and is something that Bethesda has wanted to do with its games since the days of The Elder Scrolls III: Morrowind more than 10 years ago. That's according to Bethesda marketing executive Pete Hines, who talked more about Bethesda's plans for modding in a new video interview with Microsoft's Larry "Major Nelson" Hryb.

"It's a big deal," Hines said. "It's something that [Fallout 4 game director Todd Howard] has talked about for years; since back on Morrowind in 2002. [Modding is] something we've always supported, with all the Bethesda Game Studios titles."

What's different with Fallout 4, however, is that the game's mods--at least some of them--will be playable on the Xbox One and PlayStation 4 versions of the game. The Fallout 4 Creation Kit--the tool suite that PC players can use to make mods--will launch in early 2016 for PC, with supported mods coming to Xbox One sometime later. The functionality is expected to launch on PS4 further into the future.

Hines didn't go into specifics about how Fallout 4's PC mods will work on console, but he did talk at a high level about Bethesda's idea for how it hopes the system will function.

"We want to do it in a way that's easy," Hines said. "This is not about, 'You have to have a PC,' 'You have to do it yourself.' The idea is you go to play the game, there's a menu option, you click on it, and there's a bunch of stuff for you to download. And you click on the stuff that you want and you start playing a game with these new mods. So we want it to be a really streamlined, fun experience. There's still specifics that we have to work out. It's part of our post-launch plan."

Hines' summation of how Bethesda would like to see Fallout 4 mods work on console sounds a lot like how the modding system for Skyrim works on PC with the Steam Workshop. That's not a bad thing.

As for why Bethesda is bringing Fallout 4's PC mods to Xbox One before PS4, Hines said in a previous interview that Microsoft's history in and knowledge of both the PC and console spaces is partly the reason.

"Why Microsoft? They are a company that is in both of those spaces; they're heavily in the PC space; they're heavily in the console space," Hines said back in June. "They had some pretty good ideas about how to make something like this work."

Although Fallout 4 does not yet officially support PC mods--nor is the game even out yet--that hasn't stopped players from making them. One user created a mod that improves the RPG's graphics.

Fallout 4 officially launches on November 10 for PS4, Xbox One, and PC. Reviews for the game started showing up today. GameSpot's review scored the game a 9/10, while other reviews were quite positive.

You’re talking as if modding depended on administrative decisions and, boom! by magic consoles will have mods. But is a bit more complex...

1. Mods are individual hobbies from gamers and there isn’t corporation directive that makes me make a mod for other platform what I don’t care.

2. Mods are made and tested on PC, so to port and test on consoles is an extra job that most modders want avoid (even to do the Readme file of the mod is extra unwanted work to get the picture)...

3. Graphics mods, filters, overpopulation, assets with too many polygons, etc, require to exceed the “recommended” or “preferred” requirements. For example: to run Fallout 3 you need a PC equal or better than a PS3, but to run graphic mods you need a PC that (at least) doubles the power of the PS3 (and x10 to run many of them together), that makes technically impossible to run them on consoles.

4. There is even more, like 3rd party programs, for example to run pretty well large quantity of mods requires: Script Extender, Mod Manager, Archieveinvalidation, Boss, Large Address Aware Enabler, Fallout Stutter Remover, Fake Fullscreen, FOEdit, NifScope, etc. Those programs are from modders or companies, and never will run on consoles.

So, why Bethesda announced mods to consoles if it is impossible to do with efficiency? I think the main reason is marketing, maybe consoles don’t want to be seeing as shit in comparisons against PC versions (Skyrim, GTA, Ark, etc), I don't know, don't care, just take in mind that could be for paid, nobody knows how it would work because are closed systems, you never will be able to do whatever you want, have that in mind.

So "there may be some mods on consoles" is not important, what you should ask is If you think that you would want to mod, why you will buy the version of the game that you are sure will make it impossible in most cases and harder for sure.

To be clear, think carefully what do you want, if you think that you will want to mod someday, you really need a good PC. Is an advise, I’m modder, I know what I’m saying.

id like the conversation mod where you can see what you will say. and the extra armor parts to craft like helmets etc. surely consoles can handle that.

Until they use an engine that doesn't have the ability to completely break the game with the tiniest of mods, things will never be as simple as they want it.

That, and consoles can't handle a lot of the mods that PCs can, especially texture ones (which are the only ones that don't actually break the game).

So wait, Microsoft is down with this? I thought in their ToS it was "illegal" to mod save files. And doing so could get you banned. Or are they only concerned with mods in online multiplayer and not in a solely single player game? Not that I'm complaining. 'Cause mods for FO4 on XB1 would be awesome. But as mentioned, there's the framerate & other performance issues. Just hope they can find a work around for that without adding more bugs to the game. And will the mod package (I'm assuming an updated G.E.C.K.) be free to d/l or will we have to pay for it on console? Need more info before I can really develop an opinion on this. Oh 2016, hurry your slow ass up.

Piling up lots of mods on your game can reduce the frame rate/performance which of course you can work around on PC.

How will that work on 25-30 fps console versions?! I imagine the kind of mods that will be usable will be rather limited?

Unless (would be cool) some console performance mods are created.

cant wait for mods. seriously as much as this game has i think the fact that in a rare thing today they opening up full mod tools offically for the game just will make it even better. unlike most other games that dont even allow that.

So, from my experience of modding Skyrim, there were mods that increased the graphics, but at the same time, decreased the load on the hardware, so basically better graphics, but not as taxing, would that be possible on consoles? I'd assume so seeing as it would be below what the consoles already can do but increasing the graphical fidelity, better optimization if you will. I do wonder...

@crimson_gungnir: Those mods mostly involve memory hacks and DLL injections. Both wouldn't be possible on console.

If anything, console mods will be worse performing than their PC counterparts because of the lack of a script extender and better memory management.

Also, on PC a system effectively has almost no limit to it's memory, but a console has a hard limit on RAM so a mod could cause problems here too.

@simonbelmont2: That thing only makes it easier to create mods, people have created mods for lots of different games that don't officially support them. Although, I don't know how to create a mod for a game that's not even out yet.

bethusda have always been in bed and favoured microsoft way back in the xbox 360 so it's no surprise that the ps4 mod support is a afterthought by them.

good thing i will be getting the pc version aswell so i won't completely miss out.

@Marky360: Fuel cores are so plentiful that mod isn't needed. Been using power armor for 100 hours straight and started with 40 cores and ended with about 60 cores and that was without buying any.

Hmm... Makes sense since the consoles are now x86 based hardware. Basically PCs themselves.

I suspect they will just have to moderate what mods go through as the hardware can't handle as much as a PC can and that could be a problem.

Probably stuff like adding quests could work. Adding NPCs. Anything that increases the graphics would probably be too much for the hardware to handle. Unless I guess the mod was made with the console specs in mind.

It'd be cool if players could still use this for unofficial patches, though. That kind of seems like it would make the cert process even more pointless- I'm ok with that.

@UnbornCorpser: lol this guy put "map size" as a something important. So I show him a game with a MUCH bigger world. And there's more games with a huge maps, like ArmA series or even WoW or bazzylion of other mmos. AND WHO CARES?. And you tell me that this Wii U game will be filled with dense environment and living ecosystem like in The Witcher 3 for example. I doubt this since I read this whole series are mmo wannabe games.
