Lawmaker Wants To Ban Violent Video Games Like GTA 5 Amid Rise In Carjackings

In response to a spike in carjackings, a lawmaker in Chicago is trying to ban the sale of violent video games completely.

A lawmaker in Chicago has put forth a new bill that seeks to ban the sale or rental of violent video games completely. This bill, HB3531, seeks to amend the Violent Video Games Law in the state of Illinois' Criminal Code of 2012 to make it much more extreme.

The code currently states that violent video games cannot be sold or rented to minors, but the new bill seeks to ban the sale of violent video games to everyone. Additionally, the bill seeks to change the definition of "violent video game" to the following:

"A video game that allows a user or player to control a character within the video game that is encouraged to perpetuate human-on-human violence in which the player kills or otherwise causes serious physical or psychological harm to another human or an animal."

The bill also wants to change the definition of "serious physical harm" to include "psychological harm and child abuse, sexual abuse, animal abuse, domestic violence, violence against women, or motor vehicle theft with a driver or passenger present inside the vehicle when the theft begins."

The bill was introduced this week into the 102nd General Assembly by Illinois state representative Marcus C. Evans, a democrat who represents parts of Chicago and its surrounding suburbs.

HB3531 has been referred to the Illinois General Assembly's Rules Committee, which is made up of three democrats and two republicans. A hearing date has not been set for HB3531, according to the Illinois General Assembly website.

Evans told the Chicago Sun Times that he is introducing the bill in response to the rise in carjackings in Chicago. "The bill would prohibit the sale of some of these games that promote the activities that we're suffering from in our communities," he said.

A campaign called Operation Safe Pump spearheaded by philanthropist Early Walker was formed in an attempt to prevent carjackings by sending in security personnel to places where they might occur. Walker said he reached out to lawmakers in Chicago after noticing similarities between carjackings in video games and what's happening in the real world. "When you compare the two, you see harsh similarities as it relates to these carjackings," Walker told the Times.

Chicago had 218 carjackings in January alone. We'll report back with more details on this bill as it progresses through the state legislature. The ESA has since responded, pointing out there is no established link between violent video games and real violence.

I wish they were this passionate about banning loot boxes with kids under 21. So if I was to play Surgeon Simulator it would make me a licensed surgeon? The game has been out for more than 8 years so their logic is flawed. Unless some random person is going around the city giving out thousands of consoles, video games, and tvs with GTA5 telling them to do it. Should they be after that guy? How about you help the kids in the city instead of blaming it a videogame.

Here's a crazy idea, let's try a new thing called ACCOUNTABILITY. If your city is crap, there must be some logical reason for that other than "the video game made me do it". I am all for allowing them to ban violent video games though. At the very least it would prove a point. You know, it couldn't be the lack of, I don't know, gun control.

You know what? I say try it.

Try it and if after, say, a year of them being banned, see if the crime rates go down. If they don't, repeal the ban.

Why is it that Chicago's carjackings are so much worse then? Do they have x% more video games than any other states? Or is there something else causing Chicago's crime to spike that's unique to the city or state? Hmmmm.

Do these politicians not study any kind of history? Every single law like this that gets challenged in court gets shot down. There have been dozens of attempts to create much less extreme restrictions in the past, and every single one gets shot down on first amendment grounds. Even the current regulation is probably not constitutional, and only survives because it hasn't been challenged by someone with standing. What a waste of taxpayer time and money. Man is obviously not qualified to be a lawmaker at any level.

Even if this somehow passes in the Illinois legislature, it will be challenged and tossed aside in the courts. Violence, especially in America, is a real problem, but banning violent video games does nothing to address the issue.

I decided to look at a few carjacking videos just to get a better idea of what's going on here. On further review, this Walker guy is a lying POS. Real carjackings are NOTHING like video game carjackings. Not one bit. I don't play much GTA or whatever, but in those games, carjackings are always the same: walk up with a gun or throw open a door and haul a person out.

But that's not what most real carjackings are like. Sure, someone can approach with a gun or just try to pull you out of a car, but if you see what REAL carjackings are like, you'll quickly understand why real thieves don't do that (too easy for driver to drive away, automatic locks on car, engine shutdown buttons, etc). So not only are they lying, but they're misinforming. You're expecting a guy to walk up to you with a gun, not a guy who sticks money under your windshield wiper and then grabs you when you step out to grab it.

@Barighm: Not to mention seatbelts. A struggling person in a seatbelt that has potentially locked up would be a headache. Unlike in GTA where nobody wears a seatbelt.

The main goal of a carjacking is to catch you outside of your car since they need your engine to be on, there is just too much security in modern cars to steal one without the key, and then drive away as quickly as possible. Not only that, but carjackings are often executed by a group of people, not just one guy (although it does happen). Even more weirdly, it's not just luxury cars being stolen. Common cars known for being practical (I don't know what that means) are also in demand, like the Honda Civic (again, no idea why, that's just what the Chicago police are reporting).

It would be safe to say that the bible has influenced more murders, than videogames have influenced carjacking, and murder combined. So if they truly care about their line of reasoning, then the bible would be the first to ban. I doubt you will see that.

Not that I support censorship either way.

As a young child, I asked if that guy (a flashy man with a bright smile, jacking hands at a mile a minute) was a good man.

He pulled me to the side and said, "Listen, this is all a game. There is no good guy or bad guy. No wrestling superstar or villain. No Democrat or Republican, everyone here is out for their own self interest, and own agenda. All you go to do is find out, who is most likely to follow what you might do, and vote that way- with the knowledge - you might have to go bury them later on. (He meant from support to crushing them.... I hope.)"

The point is, this is all a game, and if you do not know the rules, then your the ball. Stay informed, stay active, and always vote. And know no politician actually gives two shits about you.

But really, gamespot and other video game news sites, should not print the Name of the representative who brings the 'dead before it hits the water' bills. There is no reason to, as all of these morale laws are based in fantasy, and is nothing more then free press and masturbating to a small set of constituents.

Like school shootings, do not even mention the offenders name, as it only feeds the stupid and causes copy cats.
