Phil Spencer Reflects On What Went Wrong With The Xbox One Launch

2013 was a very different time.

At E3 2019, executive vice president of Xbox Phil Spencer spoke with GameSpot about the history of the Xbox One, why the console had a less than ideal launch, and what's in store for the future of Xbox. Stepping back from the anticipation that's building for the upcoming Xbox Scarlett, we wanted to go back to the beginning of the Xbox One, Microsoft's answer to Sony's PlayStation 4--and the missteps Microsoft made when it first showed the console to players.

Back in 2013, online gameplay, connectivity, and the cloud was poised to see unprecedented growth in the next-gen--and Microsoft wanted to be at the forefront of the new console experience. However, the platform maker initially struggled to convey what the new console stood for. It's something that the current head of Xbox remembers all too well, and with hindsight, there are perhaps things he would change.

"If you go back and watch [the reveal], what you'll see is an event that was very much focused on Xbox as a TV platform," Spencer said. "We showed things like The Price is Right, for instance. In fact, I think the first piece of content that we ever showed on an Xbox One was a TV show."

In May 2013, Microsoft revealed the Xbox One, a console advertised as the new nexus for home entertainment. Before the reveal, Microsoft and their new product--codenamed Durango--already faced something of an uphill battle. In the months before, the backlash from comments from former Microsoft executive Adam Orth, who downplayed concerns from consumers about the next console potentially being online only, was still fresh on the minds of many. So going in, Microsoft had some ground to cover. Taking place in Redmond, Washington at the Microsoft campus, this event--also possessing a codename, Newcastle--was meant to be the console's big moment. But as history shows, things didn't work out as intended. Spencer went on to describe the mood following the event, and how employees weren't satisfied with what they saw.

"If you were an employee in team Xbox, then you were [a part of a team of] thousands of people that work on the Xbox. But there's like a handful of people that stand in front of cameras, on the stage and talk about things. There can be a divide between, 'Why is that person saying that? That's not the product I'm building,' or, 'Why are we doing that? That's not what I think we should be doing.'"

As the console's first showing, it was a heavily promoted event. In the opening montage, developers and gaming personalities alike talked about the potential of the new platform, and even film directors like Steven Spielberg and J.J. Abrams heaped praise on the new hardware. The key takeaway from the reveal event was that the Xbox One was presented as more than just a videogame console, but rather, a new home entertainment experience. This sentiment was made abundantly clear during the first half of the event, which treated viewers to a deluge of films and TV shows viewable on the Xbox One. The first games to make an appearance at the showing would be titles from EA Sports, well after 30 minutes had passed. Spencer stressed in our interview that the reveal missed the mark in properly showing what the console was all about.

The feedback we got from the employees, maybe said and unsaid, was, 'We've been working really hard for two years to ship this product. You stand on stage at this event and blow up all the good work that we've done by talking about the product in a way that's not really matching what the soul of an Xbox console is about and what our customers are looking for from us.'

At the time, he was the VP of Microsoft Studios, which entailed overseeing upcoming platform-exclusive games. Once he took the stage at the event, it marked the beginning of the games part of the presentation. During his talk, the event showcased upcoming games like Forza Motorsport 5, Call of Duty: Ghosts, Halo 5, and Remedy's Quantum Break--which also had a focus on the TV angle. Though Spencer understood the intention of showcasing the new Xbox as a home entertainment console, he expressed that it only led to confusion and frustration from the general audience. This sentiment was evident when he and other executives at Xbox observed the reactions from consumers and their employees.

"The feedback we got from the employees, maybe said and unsaid, was, 'We've been working really hard for two years to ship this product. You stand on stage at this event and blow up all the good work that we've done by talking about the product in a way that's not really matching what the soul of an Xbox console is about and what our customers are looking for from us,'" Spencer said while describing the frustration from employees. "I think the team just gets disappointed because they feel let down by the leadership team and I'd say that's the feeling I heard the most from the team. I had people come up emotional, like they're reading the forums and people are accusing us of being dishonest with them or having bad intent with why we were building the product that we were, and if you're a member of the team, you don't necessarily see across everything that's going on."

The reactions from the reveal event prompted management to pivot away from the home entertainment angle and focus on games for E3 2013. The game that opened the show was Metal Gear Solid V: The Phantom Pain. Don Mattrick, Microsoft's former president of Interactive Entertainment Business, would even state that E3 2013 was "all about the games." Throughout its first year, the Xbox One struggled with its messaging, in particular to the concept of always-online functionality. In the following year, Phil Spencer was promoted to the head of Xbox, which marked the beginning of some significant changes for the platform. This included the controversial decision to drop Kinect from the console, thereby selling the Xbox One at a lower price.

I'm just glad my XBox One still works. My original XBox that got me through first few years of college on Halo CE is in pieces still when I tried to fix it. My first gen XBox 360 was atleast able to get through Halo 2 and first few years of Halo 3, Gears, and CoD, until I needed to end up borrowing someone else's 2nd/3rd working gen 360. My XBox One still works, haha! Also, my selling point to get it for Christmas one year was that I could use it for my entertainment system, to play Blu-rays and apps to turn TV into a smart TV essentially. So, I don't think it was that much of a flop, although I still struggle with storage space since any decent game can take up around 70 GBs or more, which is insane. - I basically need to only have a couple game installed at once, unless I have it set up to use an external drive.

personally the launch didn’t bother me. despite sony being there “for the gamers,” both the xbox and ps4 are entertainment-focused devices that play movies and tv shows. it’s not like xbox suddenly couldn’t play games well. microsoft was discussing ideas everyone in the industry was at least talking about but so much so soon scared gamers. i personally never thought there’d be much to it, even if they went with the drm/always on route. do we own netflix movies? now? both sony and microsoft are heading that way with game pass and playstation now and now we don’t care as much. it was too much too soon, not anything fundamentally wrong with the xbox at all. i stayed with it through all of this nonsense, and i’m still loving my xbox, with the One X now. Microsoft is doing just fine, and after the One X i’m seriously excited for Scarlett. i’ll still have all the games i bought and and they all obviously will work. i’ll still be watching movies and tv on it, just like people do on the PS4. Both consoles do the same things in different ways. there’s nothing. wrong with either. articles like this arent necessary and don’t really help with anything Also, i have a PS4 Pro and i love the exclusives like Horizon, Spider-man, and Bloodborne to name a few. Let’s just all have a little perspective.

If that is what Microsoft thinks was the main reason why the XBox One bombed, they haven’t learned anything.

The single, unique turning point for them was their boneheaded idea of implementing draconian DRM that nobody wanted in the first place. These kind of rumors were a known urban legend every time a new console came out (you can find some articles claiming that the PS3 would have DRM that would lock disks to a single console) and everyone knew it was a bad idea. What does MS do? Double down on this by confirming it was actually one of the main features of the console, and you’re going to like it because **** you! And they also were going to include the Kinect thing as a mandatory component despite the whole gimmick being a fad that was already dying off at that point (very likely why the Wii U also bombed, with Nintendo having to bring up the Switch mid-generation).

They horribly misread the market: they were carrying over the same arrogant attitude from their other divisions that rammed Ribbon and the hideous Metro UI on Windows users. The difference here was that there was strong competition on the gaming market, and this attitude only lost them the war before the console was even released.

The TV gimmicks being pushed on the forefront we’re just icing to the cake. That wouldn’t been as bad if they hadn’t done the other mistakes of confirming the DRM boogeyman, always online and the forced Kinect stuff (never mind that Kinect was also always on, something that’s still a privacy concern now).

I’m not sure about everyone else but if MS thinks this is how they lost me as a customer, they are going to fail again. Back then, I had a PS3 and I was frustrated with the struggles some games had on it. I was seriously considering switching to XBox with the next generation of consoles. Here were the deal breakers that lead to me buying a PS4:

XBox One had an always online component. My internet where I lived at the time was very spotty and always online was not viable.

You couldn’t share or buy used games.

You couldn’t upgrade the hard drive.

Kinect, I really didn’t want it or care for it. If others want it, let them buy it, don’t force me to.

Lastly, price point. XBox One was 25% more expensive than the PS4 and the PS4 didn’t have any of the baggage I just listed.

If you don’t think gamers are smart enough to sift through the entertainment garbage and see what we really care about, I worry about the future of the XBox division.

@bat725: I guess they consider bouncing back as “at least we didn’t bomb as hard as the Wii U”. But yeah, I don’t really see them having bounced back at all; they pretty much gave up trying to bounce back and instead made all XB1 games available on PC.

It’s indeed funny that the Switch, which was released years after the XB1 is basically poised to overtake the XB1’s total sales despite the One’s multi-year head start.

It doesn't need any inside story to be clear. Xbox and X360 hooked me and X1 was almost a shoe-in. But revealing it with TV, full DRM and all that plus having Madden and Call of Duty being the only "remarkable" games was just a disaster. And then topping it all of with the usual condescening attitude afterward "people now think they hate DRM but once they realize it's a good thing our lives will be better. the people who can't accept it can go jump down a cliff"

Though compared to the scandals now with Epic, EA, Bethesda, 2K, it feels like baby steps

Like I’ve been saying from the very beginning of the generation, anyone with a brain knows that Xbox is first and foremost a video game console, you know, for playing video games. Everything else is additive and complementary.

I put a lot of the blame on the pony fanboys and the Xbox haters out there for the poor start. I remember it well. All the haters and that goes for a hell of a lot of the gaming media too, were carrying on saying that Xbox wasn’t a true gaming machine. It’s just a media device for watching tv and movies.

It literally all seemed like it was a deliberate attempt to undermine Xbox and its still happening today with the Xbox has no games bullshit saying.

The gaming media are as much to blame as the pony fanboy haters coz let’s be honest here, if you ever thought Xbox was an entertainment box first and gaming machine second and not the other way around then your either a dumbass or a pony fanboy/hater.

Whats up with all the Spencer articles and interviews on the internet? MS doesn't have any games to talk about so we are going back to discuss the jacked up XBOX One launch? Nobody cares...not to mention anyone who cares about this stuff already know how MS batched the console.

Seems like there isn't much to talk about when it come the games on the XBOX One. Guess Phil is the most popular thing to talk about on XBOX these days so guess we are getting more articles about him. Sad as an XB1X owner

Sony seems to be doing their best work on the AAA games coming out at end of PS4 cycle. Meanwhile.........

Going around calling folks Sony fanboys who don't agree with you and your XBOX assessment is not only idiotic but immature. Making dopey assumptions about people you know nothing about is just a stupid move.

Are there people who prefer one console over another and go online saying stupid thing about the other consoles? Yes. I can say that same thing about your post and call you an XBOX idiot following your example. That's beneath gaming and has no place.

So let me be clear. I make comments to discuss my passion which is gaming. Not consoles. Why because I buy them all. I support the industry not a particular company whether you believe it or not. I'm probably considered a bigger supporter of MS since I bought a Day One Xbox One, an Xbox One S and an Xbox One X.

I'm critical of Spencer and MS because as a die hard gamer they need to be better. They have regressed. You like what they provide for you in gaming? Cool. I currently do not. I had high expectations coming from my 360 and it's been beyond disappointing for me. I don't like where MS is heading since I'm a gamer that enjoy AAA single player games. Sony is doing a much better job providing those type of games exclusively and it's not even close.

So call it whatever you want when folks say the XBOX has no games. From my point of view, Spencer and MS has tons of work to get my business next gen since their ideas for gaming no longer speaks to my type of gaming.

BTW, if you want to continue calling people fanboys please stop responding to my post. I have no patience for that type of rhetoric. Post elsewhere.

It's funny how some people have a memory of the Xbox reveal as their memory of E3 that year, but they were two very different events. On paper, I can see how they tried to split up the reveal for 1. Hardware/Features in May, and 2. Games in June. but like Phil points out, they spent too much time talking about TV and features at that reveal.

It also didn't help that, instead of addressing growing concerns on the stage at E3, they went TOO deep into revealing games, and didn't defend/answer those concerns. then Sony went last that night, and were able to mock Xbox and swing opinion towards PS4.

But out of the gate next gen on launch day......... ALL OF THE NEXTBONE'S GAMES will be playable, better, elsewhere on Steam/Windows 10 other then the next gen console you just bought.

How is that an improvement? Even Xbone didn't do that. At least it took a month or 2 for Dead Rising 3 and Ryse to come to Steam lol. Well done Phil, "Xbox" as a must own console, has lost more relevancy with every single passing week this gen. Good job, your fans will not thank you in the long run when they wake up and realise it.

@andrewsqual: if sony had an operating system like Microsoft has with ... Windows ... you can bet they’d release games there as well. All Microsoft is doing is selling their games everywhere they can ..... to make money and guess what? Microsoft’s first part games are still Microsoft’s property... so they’re still exclusive to Microsoft. Think about that. Microsoft knows exactly what they’re doing. i can play these games on my PC but i still play them on my One X. It’s about playing games where i want to play them and not being stuck to one device. i think this is pretty easy to understand. Both Sony and Microsoft are trying to make money first and foremost. Neither of them “care” about gamers. They’re both businesses. that’s all.

@andrewsqual: you have not been paying attention, clearly. See Phil is very much playing the long game. See consoles have never been a profit driver when it comes to units shipped, even this generation. The true money maker has always been in software. Unlike Sony, MS makes money on PC gaming in multiple ways, both from Windows OS purchases as well as selling games on PC as well Xbox. Why do you think the windows version of Gamepass carries the Xbox branding? It's not laziness. Phil came into his current position knowing that Xbox had lost this generations console war, so rather than try to continue fighting a losing battle in shipping hardware, he changed the rules of engagement. You talk about games on PC, if it's on Windows, it's still a win for Microsoft

Mate get with the fucking program. Not every one likes to game on pc. I’ve never owned a gaming pc and never will. Consoles do the job just fine and now that Microsoft are really doubling down on giving there fans excellent tech ie X1X (and I would say all their consoles from here on out)there’s even less of a reason for me to get a gaming pc coz the games are looking and performing better than ever. So stop with the you don’t need an Xbox coz the games are better on pc. I could say the same about playstation. You can play some of there games on pc now and I’m sure it won’t be long before we see more of there big exclusives on ps now playable on pc. So yeah...........

@andrewsqual: Please. You still can't play RDR2 on pc, months after launch. With a bit of luck, Xbox games will get a decent port to pc, but you'd have to spend way more on a pc to match Scarlett's performance.....and most pc gamers won't.

Yeah that reveal is now basically the textbook example for what not to do when revealing a console. Luckily microsoft has learned from that mistake and won't repeat it with scarlett with Spencer at the helm over Mattrick. They'll also have a lot of first party titles to show in the pipeline for scarlett right off the bat with all their recent studio acquisitions as well as the likely best launch title in Halo Infinite across all platforms. Potentially big reveals for scarlett that would be a slam dunk for them is if every game from every xbox console in history was playable on the scarlett be in OG xbox, 360, or xbox one. It certainly would be nice for the consumers to not have to worry if game X worked on the scarlett or not regardless of generation.

How much funding are you guys getting from running articles related to Phil Spencer specifically, and Xbox? Scrolling through your articles would suggest a substantial payout.

Either way, Phil has been keeping the brand alive by slowly transitioning into the current 3rd party publisher you see today. Xbox Live is their priority, and bringing it to as many devices as they can. As for their initial deathblow, how anyone was okay with that reveal (as in still bought a box) shows that blind fanboyism is harmful to the hobby. Then again they were probably the same people who justified paying for Live in 2002, and use Gamepass today, further ruining this great hobby.

Xbox has the better console and better online network in XBL this is fact it’s not even debatable and imo Xbox has the best exclusives but that more down to personal taste.

Spiderman is the best game I’ve played on playstation this gen. UC4, TLOU Remastered, God of War and Horizon Zero Dawn are all average at best. 7.5s to 8s out of 10 IMHO.

@reznik00: I was actually really excited about the May 2013 reveal, and yes, I bought an Xbox One launch day. if you think about it, they were just ahead of their time as many of their features have become pretty standard for the industry.
I'm also okay with Gamepass, and don't see how that is "ruining" anything.

@reznik00: I don't think there is any payout going on. My guess is that turning one interview into five articles equals up to five times the clicks, which in turn generates more ad revenue.

It might seem scummy but that's the online world we live in.

it was hubris from MS pure and simple. They assumed the gaming side was already won, and so they pushed the TV stuff.

@lostn: I would say they were concerned with all the casuals going to mobile devices for gaming and trying to sell their console with additional features. Several years later and we now know mobile games hasn't siphoned that much away from consoles, but all the big gaming companies were worried about it then.

@thelostscribe: beat me to it. It was the effort to keep the game console relevant in the living room, so of course they had to extol the list of features.

If you think about it, those features were like the "long game" of consoles, whereas Sony gambled on the "just gaming" of the PS4. That was a marketing decision, because the PS4 has many of those same non-gaming features. they just took advantage of the mixed-messaging done by Microsoft.

@Tekarukite: Yes, Microsoft had a super successful run with the 360, so they over reacted to the trend of mobile gaming so they could try to stay ahead of the game with all kinds of features for the One. They were also still trying to push the Kinect because it was relatively successful as a peripheral, but they failed to recognize it's low over all retention rate.

A few years into the mobile scare, everyone sees that while mobile gaming is prevalent, it's very similar to handheld gaming. There's room for both markets without them really cannibalizing each other. Game sales wise, console gaming seems to be bigger than ever.

Some out of touch exec decided Xbox needed to do everything for your TV and shoehorned *laughing* CABLE TV SERVICES *laughing* into the XBOX! Hahahahaha omg WHO WATCHES CABLE/SATELLITE!?!!? Hahahahahaha... then, hahaha THEN they tell you it has to always be online, and what's-his-face ACTUALLY hashtags out "#dealwithit", like *laughing* like America has this magical internet infrastructure *laughing* and we live in some high-speed all-access utopia!!! HAHAHAHAHA

It was an outright train wreck lol. Best thing they ever did was bring in Phil Spencer to fix this circus. I'm so beyond excited to see what an entirely new generation of Xbox means under his watch because knowing that he only reports directly to Microsoft's CEO gives me a great deal of confidence in where this is going.

@skyhighgam3r: That and seeing everything he's done to basically relaunch the Xbox One in the same gen with the S and X model, along with the acquisition of so many new first party developers. Seems like Xbox is poised to take the next gen by storm. Time will tell.

@thelostscribe: Right? The Xbox One X was such a great decision, especially given the soft-fart that was the PS4-Pro (when comparing to the base PS4, it's a fine system on it's own). Seeing that kind of laser-focus on what gamers want from hardware on just a console refresh was amazing. It really gives me hope for what this Scarlett is gonna look like.

And those first party devs? oooooooooooWEE that was a smart move. Talk about listening to the gaming community. I really hope he steps out at E3 2020 and says "You said 'Xbox has no exclusives'... well, we fixed that!" Then drops the sickest exclusive lineup ever. I also hope some of these games include some established and iconic "Xbox" IPs like Fable, and some awesome new ones as well.

Oh, I remember that time vividly. MS took something so fun and innocent & turned it into a disgusting and vile product. The experience reeked the stench and grappling of corporate greed. We all cringed at MS's slimy snaking through DRM nonsense & monetary game reselling "taxes," when they were openly asked to elaborate and clarify publicly. It was like asking the masses that the basketball that they purchased needed to be connected to a referee or that they could not lend their ball to a friend or sell it at their garage sale so that they can make some money to buy their next desired item. It was like asking the masses that the book, comic, or movie that they purchased could not be loaned or resold.

I was appalled and infuriated and spewed the truth through my entire neighborhood, but I was too late as others had already known and were just as angry. So here we were dozens in one neighborhood who had all owned XB360's and who were literally forced to embrace Sony, and all of their myriad of friends and family members also wanted to play on the same platform and guess where they clamored to? MS had become the Anti-Robinhood to us all, and you don't get to be the world's biggest billionaire without taking the shirts off people's back I guess. I recall wishing that they would drown in their own gluttonous greed and that I would laugh insidiously when the XBox ship sunk.

FForward a few years and MS reversed and rectified all their stupidity. It was not until their console, physical, & digital prices started to drop that I pondered and dared to look at the dark side. That combined with the reveal of the backwards compatibility is when I shockingly took the bait. MS better tread on this tightrope with the nimbleness of a Russian gymnast with the Federation prowling up their nevershine hole. If Sony brings backcompat from PS1-PS3 & PSP on the PS5, then they will make easy pickings of the rest of their user base & I will be susceptible to jump ship too.

@just1mohr: I agree that Microsoft is greedy because who started pay to play online Microsoft and then Sony had to jump on that bandwagon too and when Microsoft increased the price too so did sony.

@Tekarukite: All it took was that one reveal & even when they reversed within a few days it was already tainted & too late. When I mentioned "all" I mean the Kinect & XB price pint, & not being smart enough to bring backward compatibility from the gate & being more gamer/customer friendly, & being transparent.....etc....ALL of it.
