Why Fallout 4's PC Mods Are Coming to Xbox One Before PS4

Bethesda's Pete Hines explains why the company partnered with Microsoft for the exciting new feature.

This week at E3, Bethesda officially announced a potentially exciting new feature where Fallout 4's PC mods will be playable on console, starting with Xbox One before coming to PlayStation 4 later. Some fans might be wondering why Bethesda aligned with Microsoft instead of Sony, and now Bethesda explained.

Speaking with GameSpot today at E3 2015, Bethesda marketing executive Pete Hines said Microsoft's history on PC helped tip the scales. He also said Microsoft had some interesting ideas about how to solve some of the problems associated with bringing PC mods to console.

"Why Microsoft? They are a company that is in both of those spaces; they're heavily in the PC space; they're heavily in the console space," Hines said. "They had some pretty good ideas about how to make something like this work."

"It's something that [Fallout 4 director Todd Howard] has been after, and hounding folks for, not just Microsoft, but everybody, for a while now," Hines went on to say about bringing PC mods to console. "The difficulty is there is no real system in place right now today that allows for it in the way we're talking about it, which is you're on a PC, you're making all this stuff on a PC; you're not just building a new level, you're making massive, wholesale changes to a game."

Hines pointed out that consoles are often very closed systems, in part because the controlling companies are concerned about security issues, among other things. "[Microsoft and Sony are] not big fans of, 'Oh yeah, sure, put whatever files on here you want.' So that's a pretty big thing to them," Hines said.

What happens if someone downloaded a mod that broke their game? That issue, and others, must be sorted out before mods can ever work on console.

"Stuff like that has to be solved; it might be small, but it's important," Hines said.

"The simplest things have very specific requirements, and each one is going to be its own undertaking" -- Pete Hines

The Fallout 4 Creation Kit will launch in early 2016 for PC, with supported mods coming to Xbox One sometime later. The functionality is expected to launch on PS4 further into the future.

"We're hopeful that it's out on PS4," Hines said. "We'd like this to be something that works across [all] platforms."

Hines stressed, however, that the functionality doesn't yet work on Xbox One--there are still a range of problems that must be overcome.

"It's not a thing right now where we can go, 'Oh, we'll take this SDK and drop it into our game, and it works.' It doesn't exist as it needs to on any of these platforms and we have to build it," Hines said, noting that Microsoft and Sony have very specific requirements about how they want it to work.

"The simplest things have very specific requirements, and each one is going to be its own undertaking," Hines said.

I see a lot of angry comments on here once again dividing everyone up into teams the teams are PS4, Xbox one and PC. And all arguing with each other well doesn't that sound familiar? It's as if all our race is good at is dividing each other into groups and fight over who is better America says they are better while Russia might disagree China doesn't care and Canada is in the middle .

With many other smaller counties third world countries and some first world counties I didn't include all of them. This might seem off topic but the point is even if I was wrong about what I just typed is every where its like this no one gets along always separated never together why do you people want this. With all the war and starvation and other horrid things that we brought to this world can't there be one place where we are all just one group.

Unlike real life all we are to each other is just a block of text nothing more yet we can still find ways to piss each other off. All of you on here I assume like Fallout and want Fallout 4 right? so all of you like the same thing in a way I love PC gaming it's my favorite platform I also enjoy and own a Xbox 1 a PS4 and a WiiU also a Wii even a PS2 a Xbox. I'll admit PS4 and my gaming PC get played the most but I enjoy them all they are all great systems.

I don't understand how well Fallout will handle hundreds of texture and script mods like my PC last year couldn't handle what It can now on Skyrim or Fallout 3. But now it can play anything I want on highest. but I keep an open mind I'm sure there will be a filter of some sort but the main thing is all gaming communities are slowly coming closer together.

I do hope someday we can stop fighting even if it is something as small as the gaming community it helps that we can learn to stop looking at everything so split up and taking sides and just work together. All modding on consoles will do is maybe make the already massive fallout modding community even bigger which doesn't sound to bad. Sorry for all the words lol. I tried to put paragraphs but I don't post much so I'm not sure if they remain when I post.

Their is nothing impossible about this i been playing mods on ps2 ps3 xbox since way back and actually worked out better then even in some pcs. players on skyrim were even able to pin up models for the consoles from pc mods wich had been said was impossible and was not. Now with consoles as powerful as ps4 and x1 this should be easy graphics wise

Mod support on console could only ever work on a limited basis. Any mod would have to meet a specific set of criteria to make sure the game don't get broken, or that if things do break they can be fixed simply by removing the mod. Mod files on PC are sometimes quite a mess, especially when there's a lot of mods that serve as a framework for another, larger mod. NMM and FOMOD help, but only to an extent, and many mod makers don't make mods that can be handled by them.

For modding on consoles to work, some kind of installation program needs to be made, along the lines of NMM, and any mod that a modder wants to make available for console must make their mod installable by that program, which will of course incur certain restrictions. If the program is good enough, those restrictions can be minimized.

@ViggyNash: id figure that a program such as what your describing is exactly what Bethesda is going to make in order to allow console mods. of course this will likely require extensive testing to ensure it works, but there may also be an accompanying toolset made to allow mods to be compatible on both PC and console.

of course, thats just me being hopeful that bethesda will try to solve the issues themselves rather than let modders do all the work.

@shaboi: If it wasn't for the "pleb" systems, you're sorry @ss wouldn't be playing Fallout 4 at all because had it not been for those "pleb" systems you mentioned, there would not have been a fanbase big enough to support the game or previous Fallout's by Bethesda so stop the crying and deal with it. @sir_kerbal:There honestly should not be any delay as its no where near impossible. They have always built the engine so that they only have to build content once and it works on all systems. For example modding fallout and elder scroll games on the PS3 (granted you need a CFW system) is as easy as dropping the ESP files on the hard drive and then modifying a text file to load the file. The process is the same on the xbox 360. They are making sound like its this impossible thing to do, when its no where near that. If they wanted to they could have literally added a menu way back when that just allowed you to load content from a USB drive. The only major thing in the past granted you had a Jtag 360 or CFW Ps3 in the past was you needed a copy of the PC version if you wanted to make mods.

I'm re-playing FO:NV on PS3 and it runs terribly. Constant framerate stutter and freezing all the time. Though I have neither current gen system yet, I really hope it doesn't run like that on PS4 as I want to get one to play Uncharted 4. If not I'll get Xbone if it's the system that runs the game better. Time to figure this ish out once and for all Bethesda!

I love Fallout and Bethesda games but their programmers are garbage, Bethesda makes huge games and i get that it's not easy to track down every bug but why does every Bethesda game run like crud with stuttering and slow framerates? Dishonored had a snail framerate.

Ppl don't seem to realize the mods will be coming to PS4 too. The games are not getting these mods until 4-6 months after release, sometime in 2016. Way too much hype for xbone getting mods for Fallout 1st, especially since they aren't coming until 2016.

One benefit of this is that it could potentially mean a streamlining of Mod instillation for EVERYONE with this new engine version. Previously it could be a real bitch to get things set up right.

People seem to be missing some very important things here. One, Bethesda has PARTNERED with Microsoft to make the modding happen....Two, Microsoft is steadily removing the barrier between console and PC, making all of it varying components of the same system. The partnership means, the concerns that y'all are bringing up will be addressed... and I rather suspect, they'd not announce it if they didn't have something already being tested. I have high hopes this will mean finally being able to play Skyrim with mods. ( I have a crappy computer and cannot get a new one yet)) I do think a curated or vetted library of known stable mods is not a bad idea. I am not a programmer, but neither am I computer illiterate. people have done some incredible work out there, and I for one am very excited by this news. BTW, thanks to the programmers who have looked at this and gone.. yeah... this could work, and here's why.

from what i read so far in the comments...is it possible that bethseda would go through the mods, and pick out the most popular and non-game breaking mods that don't infringe on any copyright, just like farming simulator did.. bethseda obviously wouldn't let players have a mod that breaks the game like a god mod or a mod that removes carrying weight.

Here is a suggestion Bethesda...Re-release Elder Scrolls Skyrim for PS4 and Xbox One and release this SDK Tool kit. Fall Out 3 was a damn good damn. New Vegas was not so great but we all know more fans would appreciate a release of Skyrim for Next Gen consoles. Think of the profit made for releasing this game to next gen with a SDK release so we can create mods for PS4 and Xbox One. The PC version of the SDK was a nice release but the difference between PC versions of Skyrim that differed from PS3 and Xbox360 was your image format. PC has .DDS file format while the PS3 and Xbox360 version used .DDX file format. So to even port a PC mod to Consoles u had to decompile the .BSA files and delete the .DDX and create a new .BSA and a Folder inside the "DATA" folder so the console could even read the .DDS file or alter the skyrim.ini file but resulted in crashes.. This was a headache because it required you to have a dev-kit console so it would be nice for you to atleast fix this to make it more friendly for Devs who create mods for your games and Xbox One and PS4 should suffice for more then enough PC mods that were created. These individuals who spent years making these games much more enjoyable should not be forgotten.

"Porting" free user generated mods over to the consoles is a wonderful idea, imo. It might even inspire some console-only gamers to get a reasonably good p.c. and try their hand at modding. Quality mods make an enormous difference in how long I typically play a particular game, and I think it's great that more people will be able to experience that.

@RevLux: Porting is such an overused term, and this definitely isn't porting. The same files are used: nif, dds, etc. The same database-like structures are used in ESP files. They are the same mods. Just vetted, with a console-specific delivery system. If tweaks need to be made, they will be in the construction set and apply equally to every mod. There will not be separate mods for both systems as there would be if something were ported.

You have a much more specific notion of what the word means than what it actually means, which is likely why you believe it is overused.

There is no mention of how much or how little the software, or mods in this case, must be adapted in the def. The fact that the mods were originally only intended to work on P.C. games, but now being changed, however slightly, to work on consoles, means that the word "porting" is perfectly in keeping with the definition. @RevLux: You didn't actually read what he said. @dev14nt was saying that the actual mod would not be modified (adapted in your definition), only that it would go through a QC process and if any problems were found they would be fixed in ALL versions, not just the one going to the console.

When you port something, you make a version JUST for the system you're putting it on. Otherwise its just a bugfix.

@dylandr: well the PS4 has the touch pad. Sometimes it incorporates gestures. XBox has Kinect commands but then you need a kinect and sometimes that could get messy.

@bogart3011: I somewhat agree and probaly do same thing when it comes to modding only because of hardware and OS limits affilated with consoles but will admit consoles have grown a lot and not only headed in right direction by trying to allow more but also becoming more like PCs in the hardware department and not only using PC hardware but also allowing some customization with some of its hardware but just not fully or close to what you can do with PCs yet and a lot of this due to what Hines spoke about basically maintaining and keeping security and stabiltiy of the console/platform and its games something that has always been a problem with the PC platform and continues to be even though I'll admit PC has also grown to be one more gaming friendly and stable OS wise like consoles but also not there fully yet either.

Honestly Either way feels like one day you'll be able to play games accross multi platforms without the issues and limits of today on any of the platforms but till then that's why I own both a gaming PC and consoles so that I can use and enjoy them for their different advantages and strengths never mind access to all the games available including exclusives and no matter the platform you use all of them will have their strengths as well as weaknesses and none are perfect. So anyone who is a real gamer and truly loves gaming normally will own every platform for these reasons and know that there is good and bad with every platform and owning all or more then one platform has its advantages and is worth it unlike the blind and clueless fanboys that blindly follow and support everything that is bad and wrong with the gaming industry and community.

I wonder how they are gonna do mod management? I can see this working for the lesser mods like retextures, armor, and player homes because they are simple mods that don't deviate from the game engine. However mods that add new scripts to the game such as things like FORES, PERMA/ SKYRE, Auto Cast, etc all use overlapping scripts that can break a game if it conflicts with another mod. A good mod management system is key to stable modding. Steam workshop and NMM manages mods poorly and tends to break a game once a conflicting mod is added. It makes me wonder what happens when gamers on consoles (who tend to not understand directories and file managment) install mods without this understanding just to find out their game gets bugged, will react. Also how will the game handle heavy scripts? For PC we use script extenders along wit performance optimization mods to make the game run stably with script intensive mods. I can't imagine the hell people will have to go through to optimize their mods on consoles. Not saying it's impossible, but I'd like to see how this problem will be tackled.

@SoulScribe: My guess: things like that won't be usable on the console versions. I'm certain that not all mods will make the transition. There are bound to be requirements that need to be met for a mod to qualify and certain things will be right out.

The only other possibility is for them to be heavily curated, and I can't see them wasting the manpower doing that.

Due to the closed nature of consoles, I am sure that any mods you get will have to be put through a vetting process, and will probably only be available through some form of store interface. I don't think there will be limitations on what types of mods can be written, but I think you will only get "official", approved and tested mods. Probably at some monetary cost as well - making money is what consoles are about, after all.

If you really want mods, it's still going to be much better to use a PC.

I am so happy I bail on this ship. The fanboy war shit has got us to this point. On one side you have the ps fans complaint about mods with they never even had one. And on the other the Xbox fans, talking about the "ease" of porting mods and how they are going to be playing with 4k texture mods, and enbs. So if I'm understanding it right, he is saying that there's going to be console versions of the SDK? Then that would mean that it would be another process to import unique new models and assets, than you do on PC, because you don't have access to the files or anything behind the scenes on consoles. So only quest mods and such on consoles.

I knew consoles were going to support mods. Every kept calling my explicit names and kept claiming only PC can do it. It should work well with Xbox because of it's browser

I'm very skeptical of how this will all play out. As a Skyrim modder on Nexus, many mods can greatly reduce performance. There will have to be a conversion at some point of a high end PC setting and then a medium/low end setting for consoles etc. My hopes is the Creation Kit will have a console checkmark to streamline the process.

I think the mod environment will work more similarly to Steam's Workshop versus the ultimate freedom Nexus gives us modders.
