Xbox Game Pass: Microsoft Has Paid "Hundreds Of Millions" To Devs

Microsoft has shared new data points regarding the economics of Game Pass and ID@Xbox.

Microsoft has shared new numbers that speak to the Xbox economy and how much money developers who release games through Game Pass and on ID@Xbox are paid. This is notable because Microsoft rarely discloses dollar amounts regarding specific units of Xbox, like Game Pass and ID@Xbox in this case.

In a blog post, Microsoft's Chris Charla revealed that Microsoft has paid developers and publishers "hundreds of millions of dollars" in Game Pass license fees since the subscription service launched in 2017. "There are amazing games out today on Xbox (and other platforms!) that would never have existed without the support of Game Pass members, and that's really been an incredible phenomenon," Charla said. "Ensuring that millions of Game Pass members get to experience some of the best independent games ever created has been transformational for Xbox players and developers."

Game Pass has more than 25 million subscribers. After a low introductory rate, the service costs $10/month or $15/month for Game Pass Ultimate. With 25 million subscribers, Game Pass is no doubt generating a lot of money for Microsoft, but the service has not been without its detractors as well. Some have questioned whether or not the subscription-based model is actually good for gaming overall. For its part, Xbox boss Phil Spencer recently spoke about how Game Pass is not trying to squeeze out other release models, like the traditional retail model, or free-to-play games, among other categories. They can all co-exist, Spencer said, though how this all shakes out in the end remains to be seen.

Microsoft has historically shied away from sharing any specific data about the economics of Xbox Game Pass, so the disclosure of "hundreds of millions of dollars" being paid out in license fees is notable. Still, it's nebulous, and it doesn't answer the question of whether or not Game Pass is turning a profit.

Spencer recently said Game Pass is "very sustainable" already. In his vague statement, Spencer didn't say how the service is sustainable, or for whom it is sustainable, but he wants to dispel the narrative that Game Pass is a cash pit right now. "I know there are a lot of people that like to write, 'We're burning cash right now for some future pot of gold at the end.' No. Game Pass is very, very sustainable right now as it sits and continues to grow," Spencer said.

If Microsoft has paid "hundreds of millions" to developers through Game Pass licensing fees, then Microsoft's cut as the platform-holder would be substantial as well, though a specific figure was not disclosed.

As for ID@Xbox, which is Microsoft's independent games publishing program, Charla announced that it has paid indie developers more than $2.5 billion in royalties since the program debuted, while total revenue from ID@Xbox partners through Xbox has "almost doubled" over the past three years, Charla said.

ID@Xbox was announced in 2013, and Charla said when the program was originally unveiled, Microsoft "really didn't know much." So the company listened to developers and gathered their feedback about their wants and needs, Charla said.

"Innovations like cross-play across other consoles, for example, came directly from ID@Xbox partners. Stemming from their feedback and requests, we made a lot of changes to our back-end publishing systems and even our app framework," Charla said. "These changes may seem mundane but are really important as we seek to enable independent developers to ship their game easily across Xbox and PC."

ID@Xbox's results have "exceeded our wildest dreams," Charla said.

Microsoft also revealed that more than 4,600 developers from 94 countries are signed up for the ID@Xbox program, and more than 1,000 developers have registered in the last two years.

The ID@Xbox program currently has more than 3,000 games in the catalog, and Charla said Xbox is running into the problem that Steam has, and that is "discoverability."

"Teams across Microsoft work every day to help solve discovery challenges so players can find games they love, and in turn, ensure developers find the audience for their games. ...We're always looking for ways to connect creators with new audiences," Charla said.

With a library of around 3,000 games on ID@Xbox and $2.5 billion in payments to developers, that works out to around $830,000 per game. There is no doubt that some games have generated much more than this average and others have made significantly less, but Microsoft did not provide any further context.

Xbox overall is doing great right now, with Microsoft recently reporting that Xbox just had its best year of all time based on revenue.

This is the reason Sony just can't compete at the same level as Microsoft. A gaming subscription platforms requires tons of money to keep up, money the PlayStation subsidiary can't afford to spend in a yearly basis

If they want discoverability, bring back mandatory demo's for all digital games.

I bought 200 Xbox Live Arcade games on 360 because I liked the demo's. I bought 5 indie games on Xbox One because there's no way for me to know if I'll like it.

MS doesn't need gamepass to be honest. If they went back to a normal retail model, they will make BANK$$$. They might make more money off a regular retail model than gamepass. CoD, halo, forza, gears of War, Diablo, warcraft and starcraft, doom, starfield, skyrim, etc etc are each guaranteed 10 million sales. CoD is good for 20 million.

Just remember that activision was pulling in like 3 billion from CoD per year with sales and mtx. But MS is moving a huge chunk of potential sales to gamepass. If they find that gamepass doesn't generate enough revenue then MS will either move away from day and date for first party or raise gp pricing.

This article seems needlessly cynical. If we conservatively assume that the average Game Pass subscriber is paying around $10 per month, 25M subscribers are generating $2.5 billion per year in revenue. (I'm on a Black Friday deal that netted me a year of Ultimate for about $100. Others are simply paying $15 month-to-month.)

With those numbers, why is it so far fetched to accept that Microsoft has paid hundreds of millions to devs and that the service is financially solid?

If I get 2 day-and-date games per year out of Game Pass, I'm already in the black. Forza Horizon, Halo, Flight Simulator, MLB The Show. Everything else is just gravy. And there's a lot of gravy.

@tjkraz: Because "nobody" is paying $15 a month for game pass. If you do, you're an idiot (no offense). Microsoft's been giving it away for 1 dollar since 2017 lol. If it were $15 a month, I wonder how many would still be subscribed. Another problem is that cloud gaming doesn't seem to be the golden goose Microsoft and Google thought it was. Game Pass got released on ios and android and it didn't move the needle. Especially when Microsoft's been talking about reaching billions of "gamers" through Xcloud.

@swampdonkeyz: You be surprised as some may sub after that 1st month as the $1 deal is a hook. GP is viable and not just playing first day games as some use it as an demo system which saves me money by demoing the game instead of dropping money for a game that might be a dud and I am out of my money if I wish to get an refund. It is just a matter of how you use it.

Out of 25 million subscribers, I suspect there are far more people who have a monthly sub set up and just let it roll than there are people who chase $1 deals. The $1 deal only works once per Xbox ID. If you really believe that out of 25M subs, millions of them are creating new user IDs just go get another cheap month, then we probably just have to agree to disagree.

Cloud gaming has its uses, like playing Series S/X games on older Xbox One. But obviously most people are installing box Xbox and PC. Cloud gaming is just value added.

@deth420: So far i saw it,every game on GP is at least 10% off(at times 20% like with MLB The Show 21,FH 5) for subscribers.
The 10 or 15 bucks you invest in a month of GP you can get back with a single purchase of a game

@deth420: I understand highly valuing ownership in a general sense, but have you ever sat and thought about the value of that ownership as it pertains to not just games, but most entertainment in general?

What % of games you've bought have you ever actually gone and replayed? If you've been gaming for a decade+ there are probably a fair few you couldn't play now if you wanted due to them being locked to an obsolete platform or servers shutting down or licenses expiring etc. Is your experience with a game modified based on whether you paid $60+ for it or got it as part of a $10 a month subscription? Do you apply this same logic to music or tv/movie subs?

In 2021 I bought 2 AAA releases on my PS5 at $70 each, Returnal, and FF7R. I LOVE Returnal. My personal GotY last year, but I didn't care much for FF7R. Game looks spectacular and the fighting system is great, but the story and pseudo-linearity just didn't click for me after a dozen or so hours. $140 for one hit and one miss.

I didn't buy a single game on Xbox last year and played a couple dozen from AAA to indie and everywhere in between, all for $120 over that year. Tried games I neve would have, felt less pressure to finish a game if I wasn't in love with it because I hadn't directly spent money on it etc. You have a lot more to lose from a swing and a miss on a purchase as compared to a rental download.

@kingbeast08: So, I have been gaming since atari-nintendo days. I still have all the consoles and games I have bought....well mostly. party stage in my 20's and I sold some things.

I buy quite a few games every year. I even have time to try some of them out ;) I dont buy a lot of them on release. so not always spending $60 for a game. the $120(?) for game pass for the year, would net me more then 2 games. I play a lot of indie titles, so thats a lot of games. I get "AAA" but usually on sale. I will pay full price for a few games. but they are gonna have to look, and play pretty spectacularly for me to get them upon release. especially with how games release in an unfinished state most of the time.

Most physical copies are for the consoles. As the pc doesnt release a whole lot of physical anymore. a few collector boxes and such. On steam if I dontlike the game I just refund it, and try something else.

Most of my gaming is done on the pc. I dont turn the consoles on to often. my xbox 1x mostly gets used to watch 4k blurays. So I guess thats why I dont buy the subs.

Most of my Opinion about the monthly subs, prolly comes from years of renting houses. now that I own, and you see the benefits of not renting, it makes it hard for me to want to do so.

As for the tv subs, yes I do apply the same logic. I had some streaming services, to try to support shows I like. but since every company wants their own streaming service, I have also scaled that back. I am down to hulu, and using a buddies netflix. frankly the content on all of them seems to be getting watered down....and why im back at the bay for most of the shows now.

Thanks for discussing. Usually its just the trollie post backs.

I can do what I want with the house.

Dont have to worry about them deciding to sell the property...then your out on your a$$.

renting is supposed to be a cheaper alternative to buying. yet where I live (as im sure in most places) rent is just about if not more then buying. my mortgage is $1800 ish, and the houses up the street are renting for $2900.

its really just life style choices. but owning is nice. Im tearing out walls, and enjoying it.

where as atleast on steam or other store fronts, I can re download them. and let them try to come take my physical collection...they cant I own them.

@deth420: I'd like to add that more and more games are additionally playable over the cloud,so you save space on the SSD and can play without install-"waiting" times.

I think thats perfect if you are trying out many games out...in my case its when i try out indy games.

1st Xbox party games are there forever i guess(except maybe when the licencing does its job like with Forza games with licenced cars and soundtracks and prevents a longer digital life time).
3rd party games have a limited presence and will leave GP but in some cases they re-entry the GP.
Indie games are a mixed bag...some are on GP since day 1(Terraria) up to date,some drop out of the pool.

But again here with the cloud, how long are those games available to play? when I see companies like destiny sunset content, makes me feel like there is no guarantee that these games will all be available, at all times. their servers may need room to add more games at some point. and there goes your game.

Plus now you are reliant on your internet connection. which I rarely have problems with, but it happens.

@deth420: Like Netflix or in Amazon Prime,games like movies will rotate eventually out...just buy the game you wanna keep.
There is no one or another,you can rent a game a finish it before it leaves GP, you can buy a game with a discount,play it via cloud even on your Xbox next to your smartphone and saves carry over.
I see only positives and more options to own or to play a game.

I myself was a collector of consoles and games but i see no point in collecting soulless dvd-boxes with a cheap flyer, a disc or even just with a download code in it next to the fact that a physical copy is nowaday useless without patches and all the dlcs available for the game. And those dlcs are never included on disc if you buy a goty version...you have to go online to download them.

@sladakrobot: Yes that is where Xcloud pays off as the price to get another SSD is expensive and it is not like the old Xbox where you can hook up HDs and play all games off them even though on this generation you still go that route but you can't with this generation games and only use them for storing.

@deth420: This is my view of Game Pass also, at the end of the day it's really just a rental service. I'm not going to piss in anyone's Cherrios for enjoying what it provides, but until the games are permanently on the service I'm not inclined to subscribe. I'll just pay for the game I want to play and play it on my timescale.

@lord2fli: No piss in my Cheerios :) as it is what floats your boat. But seriously with digital games you may feel you own them but let the service go to the dogs and you can't access the service that holds your digitals games, and it also can apply to physical media as well, you lose access to your games. The only storefront that I feel I truly own what I DL is from GOG as they allow you to DL the installer as well therefore you cut the cable after that and only reconnect when there is a patch if you do not feel looking for one, But GOG is only on PC though. Another thing one have to hope the devs provide a patch to release the games to the users and hopefully that day will never happen.

Gog is the best example of how this should work. thats my problem with the all digital, and it has happened before. the service goes down and the game is broken. (windows live) this is a big part of why I also dont like the rental idea.

@deth420: ...right. I love that in the same site I see people claiming MS will never take down the 360 store and other people claiming they may need server space and could remove their own current gen games from Game Pass.

They will eventually kill off old games that have successors which just plainly replace them, like Forza Motorsport, but that won't happen to other kinds of games.
