It is a sequel, just maybe not the sequel we expected.

First I have to say that I did like the game. More of the same running about flooding underwater city with weapons and superpowers. More cute little girls with the red goo to give you said superpowers. However, I have to say that the game is a little TOO samey for my taste. The visuals are nice but if you played the first game that you've already seen what flooding underwater city looks like. It really hasn't changed much. If you played Bioshock1 like I did and was a wrench-head (you know who you are...) then you will be happy to know that you can have your disgustingly overpowered character-type again in the second. Now I've read that people have had a myriad of gliches from the pc version and I'm afraid to say that if you read this review to hear a different tune you should be getting vuja-de right about now... I didn't start gliching until about the last leg of the game. For me, my superpowers stopped working... like God came down and struck my poor character with superpower lepracy. I'd use them once, then I couldn't use them again. I couldn't use the plasmid cycle button to switch to a new plasmid. I had to reach up past the number keys to the function keys (which is much more difficult than I first realized) to switch to a new Plasmid. And this was only to start the **** cycle again, in the part of the game where a seconds pause in the flow o' action gets your face mashed in. I guess that 2k didn't make enough money off the pc version of the first game because they seemed to have fired any credible testers to test the pc version.
One last thing I have to gripe about are the Big Sisters. If you don't want any big spoilers skip this to my closing statement. From all of the trailers and the hype, I was expecting the Big Sister to be that omnipresent supraenemy that you shat a bit in your pants at the first sign of her decent into the foray. But come to find, not only is she just an enemy, there's more than **** one of her. I was so disappointed I actually shed a tear. By half way through the game I was so hopped up on those abilities from the first game that made the wrench a viable option of weapon that I no longer gave a passing thought to her arrival. She died faster than some Big Daddies. This wouldn't have been such a bad thing if she wasn't hyped to high heaven for over a year. In the end her presence is just one more forgettable enemy that you kill and get shinny prizes off their corpse.
Now, in closing I opened this review saying that I did enjoy this game and I wasn't lying. The story is ok enough to keep you going the gameplay, aside from the glitches, is good. Hell after all the glitches are hammered out I would even say that the gameplay is solid. But given the first game, I was expecting more. The biggest saving grace is the main character (not you, and not the main baddy). So if you got this far and genuinely care about my opinion, it's this. The game is decent if you can get past all the flaws and disappointments and hopefully if 2k gets the idea to make a third (they will) that they should put forth a pinch more love and care into it's development.
