Would get a full 9-10 but there are some things missing. Not 100% the way I would like to handle out my 10 incher, improve graphics on ground level. Change the freaking soundtrack that is terrorizing when spending 2 hours or more. Better tools when creating maps etc. Other than that, wow! what a great playing-God-game. Much better than sim city.
