I give it an "Ehhhhh" Rating. (take that as it is)

The game is good and it's definitly better than the other Sparkling games but the problem is those games will never really feel or pace themselves as good as the budokai and Burst Limit games. There always seems to be a robotic feel to the characters as they punch and kick. Never really fluid enough to keep the action intense and satisfying. Now to break it down on a few key elements

Gameplay:

I give them credit. Its a lot more enjoyable than the other Sparkling games but still I'll never truly get over the fact that its so easy to spam attacks (and powerful ones to boot) and just play one man vollyball with your almost helpless prey. of course if your good with the dodge you can just port behind and it'll be your turn to volly it up. But if your playing against a equally good player its a dodge-a-palooza and nothing really gets accomplished. Specials never feel as epic as they look either (this goes to all DBZ games with the exception of Budokai 3) its all flash and you just clap your hands and get a cookie for clicking a single button...hoo boy...

Graphics:

The game shines in this spot. Very crisp and very anime-esk. Probably as good as its going to get on any system. With a slightly more in depth clothing ripping tool it makes the game fee like its rewarding you for pummeling bruises on your foe. and if you hit with a strong energy attack you tear off large portions of the enemy's clothes.

All in all its fun to watch (sometimes....Dodge-a-palooza is kinda silly but ultimately gets boring) but very meh to play.

Oh and this may be a petty complaint but damn it stop breaking Vegita into like 6 different characters....Its a pain and somewhat annoying. Budokai 3 did ir right...(It did almost everything right.)
