Perhaps even better than Budokai 3.

Now, when i think of Tenkaichi, i think of someone sneezing and me saying bless you to them. But when i think of Budokai, i think of excellent game with excellent character's and all that. But fortunately, Tenkaichi does an excellent job of portraying the Budokai license very well. When i popped this disc into my PS2, and i was greeted by the intro to the game (which i think is WAY BETTER than all previous installment's intro movie). This one by far has the best intro movie, fully in 3d, it's not drawn character's or nothin, like it was in Budokai three. But let me start the review. Gameplay is marvelous, it does take a LOT of time to get used to the angle the new developer's have put it in, and it takes an even longer time to get used to the way they have things set up, as well as moves and all that. The format is no loner layed in a 2d type enviroment like the previous games were. This game is full 360 degree's rotation which is excellent, since it suits the action very well. You get that feel of bein in the actual situation. The moves are definitely toned down from the last games as well. They still are flashy, but WAY no where near the level of flashiness as b4. You can fight underwater, and you can actually jump and fly in this game as well. You have this sort of Dragon Dash thing to wear if you hit the opponent hard enough, you will send them flying back, and you can fly towards them with incredible speed and hit them back, like it would be in the cartoon series, except extremely dumbed down, but it's still satisfying. You no longer have Dragon Universe or anything, you have the Z Battle Gate now. Which is sort of a gateway to Shenron's past memories and you go there and you fight enemies that Goku and the rest of Z fighter's have fought in the past, which is really great, since you can fight villian's that were from the movies, and they act like they do, and you can actually play as the villian's as well, in certain situations. Graphics are fairly decent, not the level of intensity you saw in Budokai 3, but better than Budokai 2. Audio is excellent, when you hit the opponent, it sounds like you're hitting the opponent, when you fire a energy beam, it sounds like you're firing an energy beam, which is excellent. Value is awesome, you can unlock even more Z Battle Gates in the storyline, and you start off with a few at first, but as you progress through the game, you can unlock more which is cool. Reviewer's Tilt, there is this Ultimate Battle mode where you have to fight 100 character's to be crowned top fighter, and there are a lot of fightable character's in here, who act and sound as they should, which is pure excellence.
