Fallout 3 is definitely fun, but there are some things that just don't click. The world feels empty in both an intentional and unintentional way. Combat is a bit clunky, but satisfying and gory. Lots of quests to undertake and the world is massive. Traveling to undiscovered areas you can't fast travel to can become difficult and tedious, but rewards with experience in the end. Leveling up feels like it takes forever and the cap is at 20. (Now 30 if you download Broken Steel expansion). The story is okay, but nothing to hurt yourself over. Visuals are okay, definitely immersive and believable. But it's a bit buggy and some areas and NPCs just look wierd. Although, the buggiest is on the PS3 version and the least buggiest on the PC version, so I've heard. I really liked Fallout 3 in spite of its flaws. It has a massive, immersive world filled with quests and the VATS works like a charm making a fun, if buggy and unintentionally empty experience.
