I think he means is that, that F1 teams should enter in the Indy 500 like in the old days when drivers like Graham Hill and Jim Clark were still competing. In the sixty's some F1 teams like Lotus and other would also enter the Indy 500 and some American teams would have a one off in F1. I dont see that happening, I think Ecclestone wouldreject this idea quite heavily.

I honestly don't think he is refering that at all. Of course no one will truly know until he gets back on. I do believe he is specifically refering to the Indy 500 itself and not just the track.
