The best Dreamcast F1 games are: F1 Racing Championship and F1 World Grand Prix.
The best GameCube F1 game is: F1 Career Challenge.
The great games over PC are: Geoff Crammond's Grand Prix series and F1 Racing Championship. There is Virtual Grand Prix 2 too.
The two great F1 games for PS2 are: F1 Racing Championship and Grand Prix Challenge.
The best Xbox F1 game is: F1 Career Challenge.
For me the best of the best are: F1 Racing Championship (DreamCast), Grand Prix Challenge (PS2), F1 Racing Championship (PS2) and Geoff Crammond's Grand Prix 3/4 (PC). But for me the ultimate F1 sim is the F1 Racing Championship (DreamCast) this game is so real that you can have this race problems: water leak, electronic problems, gear box problems, oil problems, brake problems, etc... Tyre problems that can be from tyre puncture to full tyre explosion. At crash your car can smash to a point at engine and cockpit can go differente ways. Real-time rear mirrors, lots of graphic special effects, radio messages, real time weather, etc... There are more, its just a impresive piece of software.
