here are 9 pages full of information about Formula One 06 on all consoles from an interview with a developer called Nick from Studio Liverpool.
If you dont' have time to read the whole 9 pages (or you're too lazy ;) ), you can check the summary of the good and bad points at the end of this post.

Summary of the cool confirmed stuff for the PS2 & PS3 version:
The good:
General features: formation lap (finally!), new tyres physics(cold/warm) that affect the performance - starting on cold tyre should see the wheels spinning and a slow getaway from the lights, fuel loads significantly affect the lap times, the Jerez test track in Spain is included. It is aimed to be a launch title for the PS3.
AI: AI is more aggressive, quicker and more varied, AI fights for position even between AI controlled cars and looks for overtaking opportunities, AI have different race strategies.
Damage: you can pop your engine in manual gears by over revving, the game is harder at higher difficulty levels, driving in "2nd class" cars (ex. Super Aguri) is much different from driving in "1st class cars" (ex. Renault), progressive tyre-wear - driving off the track causes more damage to the tyres, a big improvement in the damage system where you can wreck the car to pieces.
Commentary & Sound: there will be full commentary, completely new commentary technology and content, test results really do have an influence on the teams’ performance during a race weekend.
Carrer & Qulaifying: You can use Race Car Evolution in the same manner as any race weekend and develop the car at the track in the Practice Sessions - it sends you out in the practice sessions on different setups and hopefully you can establish the right sort of balance for your style of driving the car on a per-circuit basis, the helmets are simply in the profile selection stuff though – not unlocked, the new qaulification system is implemented accurately - a lowly qualifying position can be compensated by an aggressive race strategy with fewer pit stops, you will get a lot of advice during the races from the pit crew and Brundle and Allen are chatting away much more than in ’05, the engine sounds are completely redone.
Online: Lots of improvements to the online system, Cross-platform network play, Players can also “Late Join” and simply jump in for control of an AI car that is already running (although no points or stats can be scored or recorded in that round), You could even do 18 races in a row online with 100% race lengths possible with tyre wear, fuel use, damage on.
The bad:
Safety car planned for the PS3 only, you can't drive in the pit lane on your own, no national anthems during podium celebrations, no launch control buttons, graphically the same as F1'05 (fpor the PS2 version only), no implementation of the two-engine rule in the game, no flat-spots for the tyres.
Interesting quotes about the PS3 version:
"The PS3, though, is something else! That machine is a Beast! We are adding an enormous amount of graphic detail to absolutely everything. To give you some idea about detail levels, one car in the PS3 game takes up the same amount of memory as all 22 cars in the PS2 version!! That’s a 22 fold increase! You can damage the sidepods on the PS3 cars and see in side the car and it has radiators and exhaust pipes and everything. It’s awesome. Gameplay-wise the PS3 also allows us to use much more accuarate collision models. In a PS2, the car has an invisible ”box” that detects collisions all the way around the car, but in the PS3, there is no single box – you can get the wheels interlocked with the other cars."
"The individual AI drivers on the PS3 can be sensitive pressure but allow have situational awareness. They’ll know when to risk putting put in blinding laps like trying to gain an advantage whilst people are pitting or trying harder to improve race points in the final stint. They’ll also know when to lap consistently if they are leading by some margin."
"Also for PS3, another feature is the inclusion of the much anticipated Safety Car, a better fidelity to the damage model, better physics, and a more sophisticated set of AI rules. The PS3 controller now has fully analog L2 and R2 buttonsm, so we’ll do a controller setup that has these as Accelerate and Brake to allow for greater control when anti lock brakes and traction control are off. Obviously we are also experimenting with the motion sensor function in the PS3 pad, but if we can get it working nicely with the game and accurately enoough for the type of driving you guys do – we’ll put that in too."
