In my observation, I think the weather system in FF12 is base on three primary theories.Ā First is random.Ā Second, I've heard that (the Giza plains) will change base on a timeline within the story.Ā Third, besides the Giza plains, I've try to observe the weather of many places........ it seems that weather will change in a realistic manner.Ā For example, a cloudy sky will follow by rainy season then little rain will change to rather hard rain or normal weather.Ā No snow to normal snow and to hard snow......
It's quite hard and there are no solid evidence to support whether which theories are more correct than the others.Ā But the simpiest way if you want a certain type of weather to occurs (for those mob hunts)Ā is to go out and in the area a several times.Ā If not then come back later and thats the ways I used for the weather to appear.Ā
Anyway, i will try to seach more infor regarding the changing of weather in FFXII, I will post any updates ASAP (if i can find one) :P

I think you should disregard the second theory.Ā Although I admit it changes at certain part of the story, 'coz it become spart of the story, in th eend, it will still change whether you progress in the story or not.
Why did I come up with this conclusion? I'm doing Henne Mines before. After knowing the Gold Amulet trick for more LP, I tried to beat Enkedros mob hunt (it was raining) and went to Nalbine Fortress to try my luck to pass the nothern gate, but I was out of luck, so I returned to Henne. On my way , I passed Giza plains (knowing that the client for Enkedors will reward me with a Gold Amulet), and it was all dry now. I tried to exit and return back, but o no avail. I just continued with Henne Mines. I just returned to Eruyt now... and can now pass the blue barries.
