I am not sure. I bet Kefka is a hard final boss, and Sephiroth is a very annoying final boss. Kefka who became a god. Sephiroth tried to become a god, but failed. Kefka became merged with the magic gods. Sephiroth planed to absorb energy from the planet. I don't know Kefka strongest attack, but Sephiroth has a strong one. Kefka might put up a army to give Sephiroth a good workout. I think Kefka might win.
