Pokemon Ruby help

Here is the story

I have pokemon ruby, I've got the first five badges, and I have surf and can use it outside of battle.

Theres one problem. I can't get a water pokemon. I can't get the old rod, the old man with the boat has completely dissapeared from the game, so I cant get to dewford town to get an old rod and get a tentacool.

I have the egg that the woman at the hot springs gives you, and it has hatched, but I don't have time to hatch it.

So, how do I get a pokemon that can learn surf without and old rod?

Oh, and the old man with the boat is not anywhere. I have checked everywhere that I have acces too, and those are the only places he could be.

PS. The only water pokemon I could find is Wingull, and it can't learn surf.
