Hmm thats rly weird. i used cheats and i have nookingtons. but for then to upgrade u must buy a lots og things from the store if u used cheats for all ur items thats ur problem.
Not sure if cheating effects the process or not. If not, then you just need to keep purchasing and wait until you get a letter from him saying that he's saved up enough money to upgrade his store.
Using cheats takes all the fun out of Animal Crossing! For shame!
Also, to get Nook to upgrade to Nookington's, you need a character from another town (need another friends memory card) to visit and buy something from Nook's (not sure about the buying part, but still, need a character from another town to visit)
