Well the first thing you need to do is become Lenzo's apprentice. Once you complete his three tasks, then you can get the Deluxe Pictobox. To do so, you need to catch a Forrest Faire from the Forest Haven. Then bring it back to Lenzo and he'll make/give you the Deluxe Pictobox. With it you can access the Nintendo Gallery and take part in some side quests to get Treasure Charts.
