It depends if you're talking about technicaly design difficulty, or basic difficulty such as enemies and boses etc also.
HARDEST LEVEL DESIGN:Â "Ocarina of Time" takes the cake with that Water Temple.
HARDEST LEVEL PERIOD: "Zelda II: Adventures of Link" took me 50+ tries to beat the temple with the shadow link.
Well replaying OoT a couple years later I had difficulty with Jabu and the Water temple. Almost everything else I remembered how to do pretty easily. With that being said, nothing really compares to the final level of Zelda 2. That was an endless maze. Heck, just getting there was difficult enough.
