But to answer your question: I looked at the games gamespace here at GameSpot and looked in the "Hints and Cheats" section (something you should have done to begin with) and it says "Simply beat Episode One".
wow sweet. you can unlock Turtles in Time? the SNES game?

Not the SNES version, but the arcade version. The arcade version is missing the Technodrome, Rat King and the Rocksteady & Bebop boss battles. Those battles were not added until the SNES version.
