after you beat assassinscreed syndicate and have claimed all the zones will enemies still spon

i'm getting assassinscreed syndicate soon and was wondering if you beat the game and claim all of the areas will enemies still spawn(the guys in red coats) because i love just beating the crap out of enemies.

Let's just say be a little slow in claiming zones if you want to complete achievements.
