I would recommend the Bare Knuckle/ Streets of Rage remake.
Due to the nature of fan games on P.C., I cannot post the link here in GD; however give me an Inbox on the subject and will gladly provide a reliable and secure browser link I've recommended to many.
It's Version 5.1 of the game and easy to get started and play.
Not only do I think it as a good fan made game, I consider it one of the greatest Beat Em' Ups of all time.
To this day I don't understand how SEGA don't pay Bomber Games to make a SoR4.
