I don't think many open world games have awesome stories or decision making. I think The Witcher 3 is by far the best example in recent years (and one of the better games in general).
Depending on your tastes you might check out games like Dragon Age Inquisition - although I didn't find the story to be particularly deep or any of the decisions very impact full.
Pillars of Eternity is phenomenal, but its complex and old school design won't be for everyone.
If it doesn't have to be open world then your options for great story become more numerous. I'd recommend Deus Ex Human Revolution Director's Cut and The Last of Us
It's not an open-world game at all, but I just beat The Wolf Among Us and that game is phenomenal.
But if you want an open world game, the Witcher 3 definitely gets my vote.
Is it necessary to play The Witcher 3's (and the Dragon Age's) predecessors to understand the story? I'm willing to play them but if I can understand the game alone it's much much better.
I'd like to play TWD, Last of Us and Life is Strange but I already know how their stories are going to end up hehe
I've already played Deus Ex and TWAU (Which is one of the bestest game I've every played :D)
It doesn't really have to be an open-world game, as long as the story compensates.

@theseventhcenturion: you don't have to play any previous Witcher games to get into 3. Not sure I can say the same for Dragon Age, as each game's plots are connected, but not as strongly as, say, Mass Effect or Assassin's Creed.
@mastermetal777 Awesome! I wouldn't want to be playing a game in which the characters, or the game itself, are referring to specific places/names/events that occurred/appeared in its predecessors. It kinda lessens the immersion, in my opinion.
By the way, have you played any AC's after III, or should I say after Desmond died? If so, is the franchise as a whole still cohesive? Since, as far as I know AC IV-beyond doesn't have any actual story. You're just replaying ancient memories etc.
@theseventhcenturion: Well, at least with The Witcher, previous events are referenced, but aren't necessary to the overall plot of the game. And as for Assassin's Creed, the story has been continuing. Maybe not as cohesively in the modern day areas, but the story regarding the precursors is still moving forward in a way.
@mastermetal777 I've decided I'll play The Witcher 2 first then play the third so if ever any past references show up, I won't be totally dumbfounded. Although, it would be nice to play the first one, I'm afraid I might not appreciate the graphics of the game due to it being old (or would I? lol). Well, it's good to hear that AC's continuing to progress cohesively in some way.

Wow, that's a lot! Now, I have a lot of games to choose from.
Although I have to say that Alan Wake's story was kinda incohesive. While a game was supposed to immerse you into its world, what Alan Wake did to me was the exact opposite-- which led me to uninstall the game in the middle of an episode.
