Games aren't getting worse its just people expectations are getting way outta hand.
Personally I think the majority of games are getting better.
Well, in a sense.
Old mistakes which where tolerated may not be anymore. Example, I used to play EverQuest and like it. Today any MMO which force me to raid is a big "insert something dirty". See, as a player I evolves. I am less naive and I know what I won't tolerate, such as raiding for example. Somewhere in 2003 I decide that raiding would never be accepted again in a MMO where I group/solo, and that isn't negociable. In that sense, yes, MMOs are getting worser when they redo the same mistake, nothing else matter, they are worser, they repeat a core design failure.
You can put a billion dollar and developp a MMO, if it has raiding with better rewards, you can be sure I won't be playing it. Maybe you will see me online **** at it however, cause with such a budget, someone has a right to expect them to find a place in the game to make non-raiders happy! LOL.
Many next-gen games are somewhat disappointing i find. Not because we expect too much from them. But because alot of games are not evolving enough. Personally I find all next-gen games look & sound amazing, as you'd expect. But then some turn up gameplay and controls that seem really dated. Prev-gen had games with slick analogue controled movement, such as in Splinter Cell & GTA, rather than set speeds for walking/ running, but many next-gen games still do that (Saints Row and Lost Planet). The Prince of Persia trilogy offered fantastic visuals with slick interaction with the environment, and then Assasin's Creed gave great visuals, though still not as beautiful as PoP, and with completely unchallenging gameplay and boring climbing.
Oblivion is the only game that has felt truly next-gen for me, with beautiful graphics combined with and endless variety of stuff to do and incredible levels of interaction.
The makers of next-gen games seem to be aware they have make games that look great, but are not concentrating enough on providing gameplay or controls even as good as many prev-gen games.

Part of the reason for the top games being so many years ago is because games were just starting to stretch their legs. There were some great games then, but they also showed what could be done. By setting benchmarks, it's hard to really process when other games surpass that mark.Like mentioned before, past games are based and rated on past expectations. Games of the past are praised out of nostalgia. Todays games are more sophisticated and technologically advanced, but an opinion voiced by myself included is easier to say a game is great from fond memories, than a game today with a declining desire to play games compared to ten years ago.
I don't know if they're getting worse, but I don't think they're getting better. With high-def graphics, it costs a ton more money to do that part of it, and that's money that's not available to work on the gameplay. The gameplay mechanics are not polished, the games are shorter, there are more problems that never got fixed, there just isn't as much creativity put into it, and on top of all that, the games are even more expensive.
It depends on the genre and the audience. MMORPGs are in my opinion, going down the crapper. Look at the history of MMORPGs and RPGs in general: we went from truly decent, and mature games that took skill and knowledge for an audience that like a grown up theme with a challenge to........World of Warcraft being #1. It's disgusting. Compare WoW to NWN 1 online, Baldur's Gate 1 and 2, and FPS's like Flashpoint, Medal of Honor, and Delta Force 2. I've gone shopping for other games that are new to the market and only found dissapointment. I've played a few new demos and found most just suck. I've narrowed down my games to Oblivion, The Witcher, and NWN. F.E.A.R. is a decent FPS SP and MP, just limited in weapons, I think.
Improvements over the past 10 years:
graphics and sound (away from midi sounds to mp3), better controlers and hd video, online play.
Things that have gotten worse:
MUSIC! The game music has been getting worse since ff 10 and zelda ocarina of time. WHATS UP WITH THAT?? I just feel like the music really adds to the game and makes me feel able to relate to it more. Super mario galaxy 1 was close in music but nothing like the orchestral pieces of the past.
Character development! I think developing any rpg character these days seem boring and lifeless. I loved in Final fantasy games of the past being able to really feel for the main characters when their having a hard time or when side characters show some emotion.
Story! For some reason I think stories on a majority of games has been dumbed down, The main stories have been about the same strength as games in the past, but side stories, sub plots, and side quests have been almost eleminated.
Length of the game has decreased, and once a game has been beat usually doesn't get a second try.
Cut scenes! ok so games in the past would have cut scenes that really didnt match the graphics and were just put in there at random times (FF10) but I liked them, I thought it made it feel more movie like and developed the feeling that you are really there. Nowdays cut scenes are far and few between with the exception of some games like metal gear solid for ps3
I think that developers are just being rushed to mass output games. So overall I think the fun-ness of games has gone down quite a bit.
