Depends on you, are you a story gamer than go for Syndicate, if you are into mindless destruction alone with no purpose or story then go for Just Cause 3.

@jasonredemption I don't know anything about Syndicate story. I'm just saying based off previous entries in the series that it has been some of the best

Not at all. Just that compared to Just Cause 3 , Syndicate is a Shakespearean masterpiece.
