Enemies weakpoints vary depending on the game design. But like has been already pointed out, making the effects of gunshots wounds too realistic could end up hurting gameplay, ESPECIALLY if the effects apply to you, the player. I mean if you get shot in your dominant arm (especially your hand), or your leg, you would no longer be able shoot or move effectively. If you get painful shots in both your legs, then you'd just have to lie on the ground and try to drag yourself with your arms. And I really like the point viewtiful26 made. The pain from the gunshot wound would likely damage your focus severely enough that the game controls just feel indefinitely "off" or sluggish, and that can end up not being fun.
This is a great example of where it would be wise to draw the line of realism in gameplay.

i think some developer should at least try it. it would force people to stop relying on luck and more on strategy
I know Swat 4 did this. A headshot would kill you instantly while a leg shot would slow you down. There is also the arm shot wich would GREATLY affect your aim. The only issue I had with this was the leg shot. You get shot in the leg in the first minute of the mission and the rest of the game you are moving at half speed for the next 15 minutes.

Deus Ex drew the line just before limb amputation and that worked quite well.
