well that depends on your opnion but red faction 1 ,red factio 2, timesplitters future perfect, project snowblind, and urban chaos: riot response, and call of duty 3 are all great ps2 shooters, killzone is alright too

I would vote for Black too; its really impressive graphically and the levels keep you gripped. I can't agree with Killzone; the character movement was excellent and the graphics were heaven but as an actual game it lacked any decent combat or features.
Whatever you do, don't buy SWAT Global Strike Team. It's a dull shooter with some dark levels where the screen turns completely black, so you can't see a thing, are surrounded by enemies that can see perfectly, you don't know where to go and have a time limit, far checkpoint and limited lives. My friend sold his ps2 so he gave me SWAT:GST, King of fighters 2002, and the original Street fighter alpha. Swat was like you said it was really bad and boring.But the fourth one is pretty good. anyways I think that the best fps is Killzone for the concept and story. Black I did not like the cutscenes i was just a guy talking at a table.

Luckily, SWAT 4 has nothing to do with SWAT GST, apart being distributed by Sierra. While SWAT GST is an enervating experience with bad technical side, horrible levels and cheesy characters with corny one liners, SWAT 4 is a fantastic simulation that any tactical shooter fan can't miss, it features amazing level design, great interface and random mission generation (no two missions will be the same). It is unfortunately PC only and has some occasional AI flaws, but you don't need an high-end machine to decently play it and I think they patched the AI up (though it was great anyway.
thinking about buying black, I had it in my hand at Circuit City for 16 dollars on clearance but the damn sales fatman said I didnt look 17 and of course I didnt have my drivers license with me :( (lost it) the worst part is I did the numbers and turns out I really am 17!!
Has anybody even thought about mentioning XIII? Now, I agree with the ones already mentioned, but XIII deserves to be mentioned. Oh, and before I forget, there's also 007 Nightfire- great game, but single player mode is very short.
