So far there is a pretty good list,
But I did want to give some love to Geist. The reviewers panned it pretty hard but it was pretty solid all things considered. An interesting concept that just didn't quite take advantage of what it was trying to do.
Worth a look.
Goldeneye: Rogue agent was pretty damn good, the first game i played with seperate triggers for dual-wielded weapons. Kinda tough at parts, a little boring at others, but all-in-all a good game. Timesplitters 2 and 3 are fun, too, but they tend to bounce through all different types you described (historic, modern, sci-fi)

Metroid Prime probably isn't what your is looking for as far as shooters go. It's an adventure game. The shooting aspects are kind of bland. But if you like Metroid then definitely go for it if you haven't already.Metroid Prime and Metroid Prime 2 are obvious choices, but being science-fiction, I'll guess that's not what you're looking for.
There are, of course, the Medal of Honor games (Frontline, European Assault, and Rising Sun), as well as the Call of Duty games (Big Red One and Finest Hour) in similar vein, but the Call of Duty games got significantly lower scores on the GameCube than its PlayStation 2 and Xbox cousins.
Some good things are said of James Bond 007: Nightfire.Other than that I can think of James Bond 007: Agent Under Fire, XIII, Red Faction II, Turok: Evolution,and Geist, which all had average-to-poor reception.

As many other people have said, Timesplitters 2 and 3 are your best bet for the Gamecube. If you've played Goldeneye then that's essentially what the gameplay of Timesplitters is like. You play levels from different time periods from the wild west to the future. This gives the game a large variety of weapons to use. It's much better if you have friends, as the multiplayer is arguably the best part of the series.
