Yes, and while it may be on a top 500 list of the best games ever made, it's by no means the greatest game of all time. It has its fair share of flaws, namely the obnoxiously long cutscenes.

Don't assume someone hasn't played your favorite game just because they don't like it. I swear, if I had a penny for every time someone looked at me funny for saying I don't like Smash Bros or FF7, I'd be filthy rich...

You can just skip through the cutscenes. Its not really neccesary to go through them.

Then you're just left with stealth/third-person shooter gameplay. Not everyone likes stealth games and third-person shooters, so that sort of cripples it from being the best (i.e. unanimously agreed-upon) game. Long-winded cutscenes are notorious for drastically reducing replay value, especially if the game is linear.

I think it's time we played a little game:

Statement 1: "Metal Gear Solid 4 is the best video game ever made."

Meh, I guess there are some people that don't really like the game. I like it, even without cutscenes.

To make the best video game you'd have to cater to everyone's desires, which means having it include every type of Genre, but a confused game isn't a good game, so it would have to blend them seamlessly, while also keeping the story interesting, but not too long or short. It would have to have technically profficient graphics while also showing an arty side. It would have to have a great atmosphere, while maintaining a G rating so that it is the perfect game for kids too.
It would have to be able to run on any gaming machine, while also being able to run superbly on the best of the PCs.
The game could never get old, and would also make all other game obsolete, which would then make it the worst game of all time for game designers.
It truly is a puzzling question that you ask.
