I hear that Killzone 2 has a development budget of $40m which is a hell of a lot.

But other than this which game had/has the biggest development budget?

I remember Shenmue having a really big budget or something of that sort. Too lazy to confirm this so look it up yourself. :P

The budget for that game was 70m. That's the biggest budget ever for a game and also the biggest flop too.

Spiderman 3 wich comes in 2nd place costed 50m. Now that game is proof that a big budget doesn't always make a good game.

"Too Human" for Xbox.

From Wikipedia:

Too Human is a video game currently under development by Canadian developer Silicon Knights. The game is based around the future of technology and its effects on mankind. The story is based on Norse mythology. It is the first installment in a series of three games with a development budget of US$80-100 million each. This surpasses Shenmue as the most expensive video game ever produced.

Looks like Silicon Knights could go out of business if these games flop. And after that whole incident with 1up...hmm...doesn't look like it's going to good.

And no wonder why there is no Shenmue 3! I had no idea that game was that expensive to make.

Yeah the budget for Shenmue was heavy and I have a feeling they put a lot of it towards the saturn which if you look on Youtube you can find a 3d version of it running on Saturn Hardware. Too bad they decided to switch to the DC.

Well considering this game has been in development since 1998 originally(Almost as bad as Duke Nukem Forever for getting stuck in development hell)for the original Playstation before moving to Gamecube then Xbox 360 the budget might result from the game constantly shifting platforms.

There have also been a few interviews with Denis Dyack about the constant change the game has gone through and how it has evolved into something very different from the PSX vision of the game.

yea and they're also spending tons of money on top of the line film martial artists, animation capture, etc... like Enter the Matrix and Shenmue. Wonder if Denis Dyack bought any diamond desks or have gold plated rooms like John Romero did with his 40 million dollar Daikatana budget :P

It better be near that dam range of 150 million because of the damn voice actor, story writers , and etc. SWTOR will be maybe just saying one of the most highly budget game being made.
