Is the a card based video game out there that has a player winning battles to gain money to buy in game packs of cards to create personalized decks? If so does it have a story line as well? i ask this because i am playing MTG DotP but i don't like not being able to create my own decks.

you might try baten kaitos: eternal wings and the lost ocean. its card based japanese rpg, so it is story based. you dont gain packs, but you do find or buy single cards that you arrange into a deck. in fact, each character has their own deck that you organize (some cards are inherently more powerful than others, but a big part of victory is balancing out various parameters for your decks).

Phantasy Star Online III was also a heavily CCG based card battling game.

There was an awesome MTG game from the 90s that included deckbuilding, with open-world RPG elements thrown in too. It was made by Microprose, but it'll be pretty hard to find nowadays.

Baten Kaitos and Baten Kaitos Origins (I prefer origins, but both are awesome) are very good games, but they are not really a card game in the way you play it, and you don't buy packs. Regardless, definitely give them a shot!

If you still have an original Xbox and want to try something amazing then get Phantom Dust. The concept is by far the best I have seen with regards to the card elements. The story is kind of lacking to be honest, but thats about its only downside. You collect cards via buying packs or individual cards from the merchants in the game. You can build your decks anyway you want to. Then you take your deck out to various arenas where you have action based battles using your cards powers. The game is refreshing and something more developers should look into. My idea was to take this game and have some kind of open world instead of the arenas for the future generation consoles that would have the power to pull it off. I highly recommend this game to anyone that hasnt tried it, especially if you were ever into CCGs.

This game had sooooo much potential! I still have it. It makes me sad that i can't play online, or that they never explored licensing properties (such as having super hero decks, star wars/trek, other video games, etc...)

there is also tetra masters but thats a very old game not many play. you also have to pay monthly for it (paypal isnt accepted which is sooo wtf)
