thats not a mirv theres only one to get it u have to go around washington to get these holotapes that unlock this door in this military bace but i cant remember what its called but first when u go in there is practicaly every gun in the game and then through the door with the holotapes and thats where u find the mirv
Collect all five Keller holotapes. Then go to the National Guard Depot and it should be in there in a locked room with a huge door and a computer terminal next to it.

For more information: The Keller Family Refuge. Also, it's hard to explain, but there is also a way to fenangle the camera around so that you are able to activate the switch on the other side of the door, thus not requiring you to get any of the recordings. That's what I ended up doing instead.
Or, if you've got the PC version and you're like me, just use console commands.
