Does Sly 3 Build Up on Sly 2 ? (NO SPOILERS)

I recently beat Sly 2 (and reviewed it) so I was wondering if it gets better at 3 or does it stay at the level set by 2? Simple answers are best, thanks.

From what I've read, Sly 3 was a really rushed game. I played it and felt that Sly 2 was better.
