They don't sell any full games like Grand Theft Auto 4, Assassin's Creed, Just Cause, FIFA, etc. in PSN as far as I know. There are some exceptions though, but I don't think the available catalog of full PS3 games is as varied as Steam's catalog is.
Well, PC game prices are already a bit lower, you have to remember that. However, even then they don't have quite the deals that Steam does, but they are making progress. PSN does a good job with bundles, and 360's deal of the week has actually had some good stuff up there for half-off. Maybe once those online services have the amount of content that Steam has they will have awesome sales too?
A couple months ago XBL had a one-week sale where some of their best games (portal, castle crashers, geometry wars, braid, Castlevania SOTN) were on sale for 33 - 50% off.
That wasn't bad, but Steam sales are generally far better. Still, I picked up a couple games that I hadn't played.
