You have to go to the Office of Imperial Commerce in the Market District and talk to the woman at the counter. She won't talk to you about house for sale unless you raise her disposition so bribe her until she opens up about it. The house costs 2000 gold not including the optional furnishings (which you can buy at the Three Brothers Trade Shop). These furnishings will run you about 3000 gold combined.
