A while back I heard a rumor that is was going to be set in whatever the Nord area was. I hope it's wrong and the game is set at the Black Marsh. I think there's a lot of potential for neat things to be in the Black Marsh. Much better then a bunch of snow for the squeal to all those trees.

LOL, i did not notice how old the thread is. Anyway they said that they started working on fallout 4 before they release fallout 3 and new vegas will be an installment to cover the gap between fallout 3 and fallout 4. The ceo has said "Dont expect another TES anytime soon.
