Termina from Majora's Mask. The repeating 3 days mechanic gives every character a routine, every place a unique feel since different things happen on different days. It's one of the only (if not the only) game worlds I can truly say feels alive. Plus the sense of dread and sadness is strong but subtle.
Standouts for me:
-Ravenholm from Half-Life 2
-Rapture from Bioshock
-Various locations from Mass Effect (especially Citadel, Illium & Palaven)
-Columbia from Bioshock Infinite
I loved the world of FFVIII and FFX. Those worlds were great. Also Dragon Quest VIII just had an awesome charming world.
I've always found Bethesda RPGs to have great immersive worlds also.
I think overall, my favorite video game world would have to be the universe that was created in the Mass Effect games.
KOTOR's Tatooine is one. Blew me away.
Nar Shadar in KOTOR 2.
Dxun was excellent as well (also KOTOR 2)
Korriban in KOTOR 2 and to an extent the one in KOTOR were excellent as well.
Flotsam from the Witcher 2 is great.
Columbia from Bioshock Infinite is nice enough.
Sadly, though most game worlds/locale's aren't rich enough, evocative enough or interactive enough for me to fall in love with (hence why most of my list is from the Knights of the Old Republic games).
I will give you my top 3 off the top of my head.
1. Vvardenfell in Morrowind
Even to this day, the gameworld just feels huge. It has a lot of varied terrain and cultures spread across the game world, and it was groundbreaking for its time. Also, its greatness can be enhanced with mods on the PC.
2. Rapture in Bioshock
I think Rapture is one of the most interesting game worlds ever created.
3. Click Clock Wood in Banjo Kazooie.
I loved how the level and its challenges changed as the seasons changed.
