The game has been in development hell. Several leads have left in the of development. It's been delayed several times. They've announced two different multiplayer modes then cancelled them both. Apparently they showed the game too soon when it was still just a design demo and have been struggling to develop a game around it. Previews have been ho-hum on the game since then and it looked rather dated in the Spike VGA awards. Usually when a game has been in development hell, we tend to get sh*tty or disappointing products in the end. It's not being cynical, it's just learning from experience.
It's not going to be as bad as shovelware, but from what we've heard and seen so far, it's just not looking good.
It's definitely had it's delays, but so did the first Bioshock. 2 delays, in fact.From Levine: ""I wont kid you: Bioshock Infinite is a very big game, and were doing things that no one has ever done in a first-person shooter," Levine wrote. And I wouldn't say "Development Hell", f**ing Too Human was in development hell... The Last Guardian is in development hell. Bioshock Infinite got delayed a few months. Big difference. Also, believe it or not, all of the original Bioshock staff is still intact.
The staffers who left did so after the core of the game were finished.

Replacing Wells is Scott Sinclair, the art director for the first BioShock. This rounds out the core Bioshockteam that has stuck with the franchise which is an achievement all on its own, Levine says:
"As far as the team itself, the lead artist, the art director, the creative director, the lead effects artist, the senior sound guy, the lead programer and the lead AI programmer fromBioShock 1are all onBioShock Infinite. I don't think there's a single senior BioShock team member that isn't here, which I think is amazing and a testament to their commitment to the studio."
I just don't think there's a great deal to worry about. Bioshock is considered by many to be one of the very greatest games ever made, and that team is still present.
How can you look at this trailer and think "Oh my god, this is going to suck?" Seems pretty whiney to me (not directed at you, just the attitude toward the game). I think it's just our nature as gamers to expect the worst, which is f***king sad.
