Game disk help?

OK, I got Halo 3 in the mail today. I have a question about the disk. The inner-ring part of the disk (That part that is usually clear) looks like it has some scratches or something on it,making part of it white. When I try to play the game,it loads up,and then when I pick solo mode,it says "Game Failed to load". Is this the reason why the game isn't working? Is there anyway of fixing the inner-ring? Anyway around this problem? thanks

How far from the center hole area to the actual disc part does that extend?

Sounds like you got a damage/defective copy or something to me.

(If you want a more detailed possible explanation it could be the polymer matrix that the disc is made out of has been stressed or broken meaning that micro fractures in certain areas of the disc may cause it to be unreadable due to the optical properties of the disc changing).
