To go with the first post, I think most tv and movie-based licensed games over the years - with some notable exceptions - shouldn't have been made.
Exceptions would include Chip & Dale's Rescue Rangers, Duck Tales, TMNT The Arcade Game, TMNT Turtles in Time, The Simpsons arcade game, and most "Marvel" character-based games.
Bubsy 3D was the first game that I can truly remember having a burning hatred for. I have seen alot of games that were obviously bad over the years and knew that staying away was the wisest decision. Bubsy 3D was one of these visibly terrible games but it was on one of those Jampack demo discs or something similar and I figured there was no harm in trying. It didn't just have holes in the game.... it had holes in the game! Actual holes laying around for no other reason but sheer laziness/crappiness/whathaveyou. We're not talking "pits of death" here... just missing details. It was painful.
Rather than games, I'll go with a company, and that company is LJN.aryoshiLJN actually has a good game. Spiderman: Maximum Carnage wasted a good portion of my life trying to beat it.

so the games made after Jackass fall into this catagory? and i guess american idol. those games look pretty stupid
Well asside from te obvious answers of Big Rigs and Superman 64, I think my choices will be quite controversial.
GTA San Andreas. It just wasn't a good game. It was considerably worse than its predacessors, boring to play, and the controversy over a minigame that most people couldn't access any way wasn't worth it.
And I guess I should mention just about every movie-based game... But I don't have time for that :P

Yeah man! Chip & Dale, along with Duck Tales were probably my two favorite games for the NES!

Actually, yeah, you are right. And to be honest, since I grew up with Friday the 13th on the NES, I kinda enjoy it now. Not a favorite at all, but it wasn't bad. Nightmare on Elm Street could've been better, but if you ignore the major bugs, it's a decent game. But the rest of their games.. Did you know that LJN didn't actually develop most of the games that they released? They actually sub-contracted most of them out, and I'm of the opinion that this is the major reason why most of their games are such pieces of crap. I will say though, Crash Dummies on SNES isn't too bad.
I'm completely taken aback that nobody has mentioned Shaq-Fu; or have we blocked that particularly traumatic part of our lives out? I will also say that the Gen version is far superior to the SNES version. I have both, and the SNES version is so bad!

Chip & Dale, along with Duck Tales were probably my two favorite games for the NES!SamslayerDuck Tales is one of the few games the Nintendo/Video Game Nerd reviewed in a good light and he really seemed to enjoy. Half the reason it's memorable to me is the music that played on each level - imo some of the best music in a game available on the NES. Not that good games are the point of this topic. To stay on-topic, I think they could've skipped making Mario is Missing on SNES. I was expecting a Mario game and got a Mario version of Carmen Sandiego - it was disappointing.

DREAMCAST/NINTENDO 64: Superman 64, Bubsy
Gamecube/PS2/Xbox: That horrible Tomb Raider sequal, almost any move-tie in
Wii: 80% of the games, unfortunately. Freaking shovelware.
ET and Mario is Missing are probably the worst 2 games I own. Well, probably not, but the worst 2 I've played. I just got a game called Flight of the Intruder for NES that hasn't made it into my system yet. It looks like quite a turd.

There were some pretty bad ones in the NES/SNES eras.
NES - Legacy of the Wizard. I picked it up for $4 at a second hand game store... total waste. There's no plot, the game doesn't make any sense, and even though there are 10 characters to choose from they all act the same, You can play for hours and never feel like you've done anything.
SNES - Drakkhen. It's sort of an action RPG. It had terrible sound effects, and the combat was mostly automatic and completely unsatisfying. I actually beat it... but it just kinda... ends.
SNES - Spin Dizzy Worlds. One of the most frustrating Puzzle games ever. The controls are what ruin this one. Way too sensitive, on platforms that are far too narrow. It's insanity inducing.
Just a few of the one's I haven't seen mentioned yet.
