It's not as addictive as smoking simply because it doesn't have addictive substances involved.
On the other hand, it's human nature to seek that which gives him/her pleasure and well-being so, in some people, gaming (or any other activity, for that matter) can become addictive... it's just that gaming is easier to pull away from than smoking.
It depends on the individual. ME, I love gaming, but I don't think I'm addicted to it. I have gone days and weeks without gaming, so I guess I'm not addicted.
It really depends if you're going by the literal definition of an addictive substance or not. If you are, then no It's not. As it has already been pointed out that video games have no actual substance you can become physically addicted to, where as smoking has several.
But from a psychological view, yes video games are very very addictive. I would say more so than smoking by far. Smoking is like an occasional itch you can't help but take a few minutes to scratch every few hours (for most people, not including chain smokers.) Where as you can easily lose an entire day of waking hours to a video game without even realizing it. MMORPG's in particular are notorious for designing their games to be a virtual Skinner Box.
Honestly if Leland Yee and the state of California had attacked the every growing predatory development tactics of video game developers and publishers in the Supreme Court case instead of playing the tired "blood and gore is hurting the childrens!" They may of actually convinced the court to lay down some laws. Thankfully most politicians are idiots who don't really give a damn and just want the public eye on them.
