First, you ask about information on a game designer. Then you ask for information on being a level designer. It doesnt seem clear what you actually want to do.Find some aspect of game development that you'd like to do. Very, very few people actually have skills that overlap more than one or two areas.
Do you want to do game design, level design, programming, 3D modelling, 2D texture work, sound design, game writing, or what? Do not try to do all at once. You would be much better picking just one. After you do, ask yourself why do you want to do that type of game development over any of the others. If you cant answer that, you dont know enough information about that specific area or other fields to actually make that decision. Research more.
As for tools, there do exist things like rpgmaker, and the like. But again, find out what it is you want to do. Many games, especially PC ones, often bring editing tools that allow you to modify games to a great extent. Warcraft 3has a gerat map editor that can allow you to design your own custom game, beyond what Warcraft 3 can do.
As for whats fun? Fun is a surprisingly simple concept. Games are a waste of time, but people play them any ways. Why? Because they feel that the time they have invested yielded rewards. That, in essence, is whats fun: Rewarding the player for time devoted. It may be as simple as just arbitrary points, like Tetris; or much more complex, like achievements. A designers job is to properly balance the scale of time and rewards.
