I was thinking about buying a handheld for playing games on the go. Are there any differences in the gameplay between handhelds and regular consoles? Or is the main difference is handhelds allow you to play games when not at home?

Depends on the portable. The PSP is kind of like a portable PS2. The DS is a more unique experience. Even though I imported both when they were first released in Japan many moons ago neither held my attention for very long. For me there are more exciting portables out there. The Dingoo A320 is an interesting machine, worth a look if you don't want to spend too much money (under USD$100). 2.8" LCD screen, 360MHz CPU, 32MB of RAM, SDHC support, media playback including RM, MP4, 3GP, AVI, ASF, MOV, FLV, MPEG, built in FM radio, great home brew, great emulators. Linux can also be installed. My main issue with the A320 is the build quality. It just feels cheap. The menu is also in Engrish. On the other hand if you have around USD$180 to spend you can't go passed the GP2X WiZ it's the best portable I've used in a long time. 2.8-inch QVGA OLED screen, 533MHz ARM9 processor, 64MB of RAM, SDHC support, touch screen, media playback including Mpeg4, DivX, XviD (need more codec support - just add a media player app). Great home brew, amazing emulators. The WiZ is a Linux based console that just oozes quality. It just plain kicks a$$!

I would recommend getting a portable console as they really help pass the time on long trips or on holiday. However which one you get depends on what kind of games you like. If you like puzzle games or adventure games, get a DS. If you like action games or watching movies, get a PSP. Personally Ifeel the best option is both. The PSP can feel like a proper console but it has too few worthwhile games and while the DS is unique and has quite a wide range of games, most are targeted towards 9 year olds.
