I'm sure every developer wants there game to be good, but there are deadlines and at the end of the day, keeping your job is the most important thing. So you have to follow the publishers rules or whoever is funding you.
When a game sells poorly, that doesn't always mean that the game itself isn't very good. Psychonauts and Beyond Good & Evil didn't sell very well, but they're cult classics as well as great games. And low scores don't always mean that the game will sell poorly. It depends on the game, the circumstances and the particular case in question.
