I know that people can Lag due to poor Internet connections and what not, but Is it possible to lead? Say I have an Average connection, and I'm playing someone with an insanely fast connection with a really low ping speed, would the aforementioned then have the jump on me? Makes sense to me...

Umm it all comes down to ping and stability.

In my old cs 1.6 knowledge, when I had a 56k I would ping 300 ms, I would be at a clear disadvantage to someone who had a 62 ms. I my reactions or something were better I could win fire fights, but once I upgraded to cable, it changed the game dramatically. So I am not really sure what you are asking. I don't know what lead is but everyone is affected by lag in some small way shape or form, but having it at the lowest, keeps you in a better position as your action will be processed quicker..So yes?

Person with lower ping always has advantage , tho i dont see how difference from 50 to 5 could be noticed by a human .

Imo if person has a ping 100+ then he is in clear disadvantage , but when someone has 50 ping and say he was killed because of it , its just silly .

Unless your router is sending your packets backwards in time there's no such thing as "lead".

"lag" is latency. All packets have some amount of latency. The best you can do is reduce your latency to the point where it doesn't negatively affect your play.
